田家镇基本公共服务均等化研究

【摘要】：基本公共服务均等化是体现社会公平正义,维护人的最基本生存权和发展权的重要保障,提升基本公共服务均等化程度是我国坚持以人为本、和谐发展的必然选择。在新型城镇化建设的背景下,国家制定出台大量的宏观政策,力求打破城市和农村、发达地区和欠发达地区、同一地区不同群体之间的在公共服务供给方面存在的差异,逐步实现基本公共服务均等化。但是,面对我国人口数量众多,地区之间经济发展不平衡等现实问题,必须全面掌握基础情况,分析存在问题,找出问题根源,制定合理政策措施,因地制宜,扎实推进。本文以盘锦市大洼县田家镇为切入点,讨论我国基层政府基本公共服务均等化问题。笔者从四个方面进行研究探讨：首先,对研究问题的背景进行了介绍,并从理论和现实角度分析了本文的研究意义,系统梳理了国内外关于基本公共服务均等化的研究,为提出了本文的研究内容和研究方法奠定基础。其次,全面介绍了田家镇在义务教育、医疗卫生和社会保障三大基本公共服务领域所取得的成效和做法,然后选取“投入”、“产出”、“结果”三方面的评价指标,通过与参照乡镇大量数据的比较分析,得出了田家镇在基本公共服务均等化方面,存在政策壁垒、经费投入不足、从业人员素质较低等问题,并分析存在问题原因。再次,在分析了国内外基层政府公共服务均等化经验的基础上,为提升田家镇基本公共服务均等化程度设计一套方案,提出总体目标、工作要求和主要任务,并从理论依据、政策依据、社会基础三个角度进行可行性分析论证。最后,针对田家镇基本公共服务均等化实践中的问题,在借鉴国内外经验的基础上,从增加乡镇政府公共服务资金投入力度,建立提升基本公共服务均等化的发展体系,提高乡镇政府提供公共服务的水平,建立健全基本公共服务均等化的保障机制四方面提出对策建议。
[Abstract]:Equalization of basic public services is an important guarantee to embody social fairness and justice, to safeguard people's most basic rights of survival and development, and to promote the level of equalization of basic public services is an inevitable choice for our country to adhere to people-oriented and harmonious development. In the context of new urbanization construction, the state has formulated a large number of macro policies to break the differences in the supply of public services between urban and rural areas, developed and underdeveloped regions, and among different groups in the same region. We will gradually achieve equalization of basic public services. However, in the face of such practical problems as the large population and unbalanced economic development among regions, we must comprehensively grasp the basic situation, analyze the existing problems, find out the root causes of the problems, formulate reasonable policies and measures, and take measures according to the local conditions and promote them in a down-to-earth manner. This paper discusses the equalization of basic public services of basic government in our country with Tianjia Town, Dawa County, Panjin City as the starting point. First of all, the background of the research issues is introduced, and the significance of this paper is analyzed from the theoretical and practical perspectives, and the research on equalization of basic public services at home and abroad is systematically combed. It lays a foundation for the research contents and methods of this paper. Secondly, the paper introduces the achievements and practices of Tian Jia Town in the three basic public service fields of compulsory education, health care and social security, and then selects the evaluation indexes of "input", "output" and "result". By comparing and analyzing a large number of data from villages and towns, this paper draws a conclusion that there are some problems in the equalization of basic public services in Tianjia Town, such as policy barriers, insufficient investment of funds, low quality of employees, and so on, and analyzes the reasons for the problems. Thirdly, on the basis of analyzing the experience of equalization of public service at the grass-roots level at home and abroad, this paper designs a plan to improve the equalization degree of basic public service in Tianjia Town, puts forward the overall goal, work requirements and main tasks, and puts forward the theoretical basis. Policy basis, social basis of three angles for feasibility analysis and demonstration. Finally, aiming at the problems in the practice of equalization of basic public services in Tianjia Town, on the basis of drawing lessons from domestic and foreign experiences, the author establishes a development system to enhance the equalization of basic public services from increasing the investment of public service funds of township governments. Four countermeasures are put forward to improve the level of public service provided by township government and to establish and perfect the guarantee mechanism of equalization of basic public services.
