改革开放以来中国农村养老保障制度体系的变迁与评估——以“社会保障制度三体系”为分析框架

【摘要】：改革开放以来,经过30多年的建设,中国农村养老保障制度的内容体系、结构体系和层次体系取得了长足的发展,但是中国农村养老保障制度的内容、结构和层次体系都还存在不完善的地方。因此,中国农村养老保障制度体系的完善需要通过已有制度的优化和新制度的建立、部分制度的局部调整和相关制度的逐步整合,国家、社会和个人三方责任的合理划分及其责权关系的协调来实现。
