我国社会保障的政府责任问题及改进研究

【摘要】：我国社保财政不仅支出水平低,而且分配缺乏公平和有效监督,但问题的关键是中央政府所负社保责任小。所以,应改变目前让地方政府承担社保主要责任的局面,使中央政府上升为社保的主要责任者;国家社保局要在各地方设立派出机构,使社保资金最大化地落实到民众个人;同时加强法律和舆论监督,增强社保转移支付的公平性。如此就能建立起保障所有民众基本生活和方便社保转移接续的坚实体制,可以缩小贫富差距和有效削弱民族分离主义,促进社会和谐发展。
[Abstract]:China's social security finance not only has a low level of expenditure, but also lacks fair and effective supervision of distribution, but the key point is that the central government has little responsibility for social security. Therefore, it is necessary to change the current situation in which local governments are mainly responsible for social security, so that the central government can become the main responsible person for social security, and the State Social Security Bureau should set up local agencies to maximize the implementation of social security funds to the individual people. At the same time, strengthen the law and public opinion supervision, enhance the fairness of social security transfer payment. In this way, we can establish a solid system to ensure the basic life of all people and facilitate the transfer of social security. It can narrow the gap between the rich and the poor, effectively weaken the national separatism and promote the harmonious development of the society.
