军队转业干部安置模式研究

【摘要】:本文主要以转业干部安置模式为研究重点,并以深圳市的转业安置工作为研究对象。阐述深圳市现有军转安置工作概况,存在问题,并运用公共管理方面的理论工具,包括公共负担平等理论和人力资源理论,开展分析研究,力求找到更适合当前深圳市乃至全国部队干部转业安置的新思路。全文分为五个章节。第一章为绪论,介绍选题的背景,研究方法等。在部队规模结构和力量编成改革实质性实施和裁军30万的影响下,将有大量部队干部转业到地方工作,而军转干部安置工作是稳定军心的重要环节,本文正是基于此背景展开。在公共管理方面的理论工具支撑下,运用比较分析法,访谈、问卷等手段进行研究;第二章为深圳市军转干部安置模式的演变过程。主要归纳转业干部安置的历史,分国家和深圳市两个层面。其中我国军转干部安置模式演变历程分为三个阶段,即创立与发展阶段、间断与恢复阶段、完善与创新阶段;深圳市军转干部安置模式演变历程分为两个时期,即初步发展时期和完善创新时期。另外分别介绍了现有深圳市计划分配和自主择业两种军转安置模式和实施流程;第三章为深圳市军转干部安置现状及原因分析。通过查阅文件资料,问卷调查及访谈等手段,发现深圳市目前军转干部安置中存在四个方面问题:一是军转干部安置过程中有倾向性矛盾;二是现有安置政策与地方体系改革存在矛盾;三是安置方向与军转资源优化分配有矛盾;四是安置现状与转业干部择业预期差距大,并针对发现的矛盾,给出分析结论;第四章介绍了国外部分国家的转业安置经验以及给我国的启示,涉及美国、俄罗斯、印度这三个发达及发展中国家;第五章针对目前深圳市转业干部安置工作中反映的问题,在借鉴国外经验的基础上,提出解决问题的方法建议,优化转业干部安置模式。包括五个方面的建议内容:一是建立军转干部安置的法律保障体系;二是完善深圳市安置保障的组织结构;三是增强深圳市转业干部安置培训的军地协同机制;四是重点完善自主择业有关制度;五是依据深圳市各区特点进行有区别安置。
[Abstract]:This paper mainly focuses on the resettlement model of transferred cadres, and takes Shenzhen as the research object. This paper expounds the general situation and existing problems of the present military transfer and resettlement work in Shenzhen, and carries out an analysis and study by using the theoretical tools of public administration, including the theory of equal public burden and the theory of human resources. Strive to find a more suitable for the current Shenzhen and even the national army cadres transfer to new ideas. The full text is divided into five chapters. The first chapter is the introduction, introduces the background of the topic, research methods and so on. Under the influence of the substantial implementation of the reform of the size structure of the army and the strength formation and disarmament 300000, a large number of army cadres will be transferred to local work, and the resettlement of the military transition cadres is an important link to stabilize the military mind. This paper is based on this background. Under the support of the theoretical tools of public management, this paper uses comparative analysis, interviews, questionnaires and other means to study; the second chapter is the evolution process of the resettlement model of the military cadres in Shenzhen. Mainly summed up the history of the transfer of cadres, divided into the state and Shenzhen two levels. There are three stages in the evolution of the resettlement model of military cadres in China, namely, the stage of establishment and development, the stage of discontinuity and restoration, the stage of perfection and innovation. The evolvement course of Shenzhen military transition cadre placement mode is divided into two periods, namely the initial development period and the perfect innovation period. In addition, the author introduces two kinds of resettlement modes and implementation process of planning allocation and self-employment selection in Shenzhen City respectively. Chapter three analyzes the present situation and reasons of resettlement of military transfer cadres in Shenzhen. By consulting documents, questionnaires and interviews, it is found that there are four problems in the resettlement of military cadres in Shenzhen: firstly, there are some contradictions in the process of resettlement; Second, there are contradictions between the existing resettlement policy and the reform of the local system; third, there are contradictions between the resettlement direction and the optimal allocation of the military transformation resources; fourth, there is a big gap between the present resettlement situation and the prospective employment selection of the transferred cadres, and an analytical conclusion is given in the light of the contradictions found. The fourth chapter introduces the experience of some foreign countries and the enlightenment to our country, including the United States, Russia and India, which are three developed and developing countries. In the fifth chapter, according to the problems reflected in the resettlement of transferred cadres in Shenzhen City, based on the experience of foreign countries, the author puts forward some suggestions on how to solve the problems and optimizes the resettlement mode of the transferred cadres. It includes five aspects of suggestions: first, to establish a legal guarantee system for the resettlement of military cadres; second, to improve the organizational structure of resettlement and security in Shenzhen; third, to strengthen the cooperative mechanism between the army and the local authorities in the resettlement and training of demobilized cadres in Shenzhen; Fourth, focus on the improvement of independent employment system; fifth, according to the characteristics of Shenzhen District for different resettlement.
