发展型社会保障制度：建构我国社会保障制度的目标选择

【摘要】：社会保障制度是现代国家的一项基本制度,社会保障制度的完善与否已经成为衡量社会文明进步的一个重要标志。在我国,社会保障制度直接关系到党坚持全心全意为人民服务的宗旨,关系到维护人民群众的切身利益,关系到保证改革开放和经济建设稳定发展的大局。健全的社会保障体系、完备的社会保障法律制度将直接影响到国家的经济发展和整个社会稳定。民生问题一直是我们关注的热点问题,只有妥善解决了老百姓的基本生活问题,才能实现构建社会主义和谐社会的目标,维护社会的稳定,而社会保障是我们的民生之本,要想实现社会的稳定,必须构建出完善的社会保障制度。对于现阶段处于转型期的我国来说,现行的社会保障制度面临着价值选择与制度重构的双重挑战,社会保障制度的完善已经迫在眉睫刻不容缓。我国的社会保障制度已经有近60年的历史,社会保障制度也在不断地完善和发展,然而随着市场经济的持续快速增长,原有的城乡社会保障体系显现出了明显的滞后性,这不仅成为制约科学发展的瓶颈,而且也是影响和谐社会构建的重要因素。因此,借鉴国外的经验,有必要建立一套适合中国国情的社会保障制度。我国经济的持续快速增长,政治的和谐稳定,为建立完善的社会保障制度奠定了比较雄厚的基础,我国的社会保障制度还有很大的发展空间。通过考察国内社会保障制度的现状以及参考国外的经验教训,我们提出的建议是,建立一种适合中国特色的发展型社会保障制度。发展型社会保障制度必须符合中国国情并有利于经济的发展,立足于保障劳动者的就业,体现全民共享性。促进充分就业是社会保障新架构的核心内容。构建发展型社会保障制度,应当制定长远规划,维护社会保障制度框架的系统完整,明确各主体的法律责任,实现筹资渠道的多元化,提高社会保险统筹层次。本文在统筹城乡发展与建设社会主义和谐社会的宏大背景下,对发展型社会保障制度的内涵,核心及目标等进行探讨,以期找到建立发展型社会保障制度的良方。
[Abstract]:Social security system is a basic system in modern countries. The perfection of social security system has become an important symbol to measure the progress of social civilization. In China, the social security system is directly related to the Party's adherence to the purpose of serving the people wholeheartedly, to safeguarding the vital interests of the people, and to the overall situation of ensuring the stable development of reform and opening up and economic construction. A sound social security system and a complete legal system of social security will directly affect the economic development of the country and social stability as a whole. People's livelihood issues have always been a hot issue of our concern. Only by properly solving the basic living problems of ordinary people can we achieve the goal of building a harmonious socialist society and maintain social stability, and social security is the foundation of our livelihood. In order to realize social stability, we must construct a perfect social security system. The current social security system is facing the double challenges of value choice and system reconstruction, and the perfection of the social security system is urgent and urgent. China's social security system has a history of nearly 60 years, and the social security system is constantly improving and developing. However, with the sustained and rapid growth of the market economy, the original urban and rural social security system has shown obvious lag. This is not only a bottleneck restricting the development of science, but also an important factor affecting the construction of a harmonious society. Therefore, it is necessary to set up a set of social security system suitable for China's national conditions. The sustained rapid growth of our economy and the harmonious and stable politics have laid a solid foundation for the establishment of a perfect social security system, and there is still great room for development of the social security system in our country. By examining the present situation of the social security system in China and referring to the experience and lessons of foreign countries, we put forward the suggestion that we should establish a kind of developmental social security system suitable for Chinese characteristics. The developmental social security system must conform to the national conditions of China and be beneficial to the development of economy. It should be based on ensuring the employment of laborers and embodying the sharing of all people. Promoting full employment is the core of the new social security framework. In order to construct a developmental social security system, we should make a long-term plan, maintain the systematic integrity of the social security system framework, clarify the legal responsibilities of each subject, realize the diversification of financing channels, and raise the overall level of social insurance. Under the grand background of coordinating urban and rural development and building a harmonious socialist society, this paper probes into the connotation, core and goal of the development-oriented social security system in order to find a good way to establish the development-oriented social security system.
