长春市棚户区改造资金融资问题研究

【摘要】:棚户区是我国城市化进程中典型的问题,棚户区改造是解决棚户区居民住房条件和住房环境的重大民生问题,是推进新型城镇化全面建设小康社会的关键。而在棚户区改造工作的各个环节中,资金筹集环节是棚户区改造工作面临的最大瓶颈。如何在现有的资金来源渠道和融资模式的基础上,拓宽融资渠道、创新融资模式,为棚户区改造建设多方面筹措资金,成为目前面临的主要现实问题。本文首先立足于全国棚户区改造工作的大背景,引出长春市棚户改造的现状情况,系统阐述了棚户区改造的相关基本理论,并深入分析了PPP(Public-private Partnership)模式的涵义、特征和优点等,进而对PPP模式在国内外公共基础领域运用的情况进行了全面的总结,在此基础上又归纳出长春市棚户区改造的优惠政策,再以长春棚户区现状和当前棚改资金投入现状为实例,分析了长春市棚户区改造的资金缺口情况和融资渠道及融资模式,通过归纳分类具体提出长春市棚户区改造资金融资存在的主要问题,一是棚改资金缺口庞大;二是棚改资金融资难;三是融资模式采用的是由政府主导的BT模式;四是融资渠道单一,社会资本参与比例小。针对上述问题,笔者提出了棚户区改造资金的融资对策,一是从开发企业投资回报、PPP模式的特点、国内外PPP模式的成功经验、推广PPP模式的政策背景四方面,阐述了棚户区改造引入PPP模式融资的可行性,同时为实现PPP模式在长春市棚户区改造项目中成功运行,提出了一些应用的保障措施,以此将PPP模式引入棚户区改造项目中,打开了棚改融资的新局面。二是提出了全国社会保障基金贷款和住房公积金贷款,两者都可以成为棚户区改造资金来源渠道,都可以解决棚改资金缺口问题。但该建议也存在一定的不足,具体表现为全国社会保障基金会直属于国务院管理,若要使用社会保障基金作为信贷资金投入到棚户区改造中,则需要积极争取,相应有所难度,但是争取使用的可能性很大。并针对特殊的零星、夹馅棚户区提出采用捆绑、搭配方式,将商业价值高的项目与它们有机组合,为其融资,从而实现此类棚改地块的改造。笔者试图通过详实的数据论证以及研究成果为推进长春市新型城镇化建设、全面提升城市居民幸福指数提供全新的思路。
[Abstract]:Shantytown is a typical problem in the process of urbanization in China. Shantytown reconstruction is a major livelihood problem to solve the housing conditions and housing environment of shantytown residents. It is also the key to promote new urbanization to build a well-off society in an all-round way. In every link of shantytown reconstruction, fund raising is the biggest bottleneck of shantytown reconstruction. How to widen the financing channel, innovate the financing mode and raise funds for the reconstruction and construction of shantytown on the basis of the existing sources and modes of financing have become the main realistic problems. Based on the background of shantytown reconstruction in China, this paper introduces the present situation of shantytown reconstruction in Changchun, systematically expounds the basic theory of shantytown reconstruction, and deeply analyzes the meaning of PPP (Public-private Partnership) model. The characteristics and advantages of the PPP model in the public infrastructure at home and abroad are summarized comprehensively, and on this basis, the preferential policies for the reconstruction of shanty towns in Changchun City are summed up. Then taking the current situation of shantytown in Changchun and the current situation of fund investment in shantytown reform as examples, the paper analyzes the situation of fund gap, financing channel and financing mode of shantytown reconstruction in Changchun. Through the induction and classification of the specific proposed Changchun shantytown transformation funds financing problems, the first is the huge gap of funds for greenhouse reform; Second, it is difficult to finance the shed reform fund; third, the financing mode is BT mode led by the government; fourth, the financing channel is single, and the proportion of social capital participation is small. In view of the above problems, the author puts forward the financing countermeasures of shantytown reconstruction fund. The first is from four aspects: the investment return of developing enterprises, the characteristics of PPP model, the successful experience of domestic and foreign PPP model, and the policy background of popularizing PPP model. The feasibility of introducing PPP mode into shantytown reconstruction is expounded. In order to realize the successful operation of PPP model in Changchun shantytown reconstruction project, some applied safeguard measures are put forward to introduce PPP model into shantytown reconstruction project. Opened up the new situation of financing shed change. The second is to put forward the national social security fund loan and housing accumulation fund loan, both of which can be used as the source of funds for shantytown reconstruction and can solve the problem of fund gap in shantyhouse reform. However, the proposal also has some shortcomings. The concrete manifestation of this proposal is that the National Social Security Fund is directly under the management of the State Council. If we want to use the Social Security Fund as a credit fund to invest in the transformation of shantytowns, we need to actively strive for it, and it is difficult to do so. But the odds are high. According to the special piecemeal, stuffing shantytown, the paper puts forward the method of binding and collocation, combining the high commercial value items with them organically, and financing it, so as to realize the transformation of this kind of shed into land. The author tries to provide a new way of thinking to promote the construction of new urbanization and promote the happiness index of urban residents through detailed data and research results.
