河北省邢台市城镇化发展问题与对策研究

【摘要】：本文采用发放问卷实地调查研究、收益-成本分析、比较分析和实证分析等理论与实践相结合的方法,根据观察调研和分析河北省邢台市城镇化情况和现状特质,对河北省邢台市城镇化存在的问题及对策进行了研究,得到了河北省邢台市城镇化现状的一些重要社会经济数据；找到了河北省邢台市城镇化存在问题的原因；提出了解决城镇化问题的对策。经过定性和定量分析,所得结果如下：1、河北省邢台市城镇化发展现状：(1)市辖区经济基本稳定,结构调整力度加大；(2)城镇聚集能力逐步提高,协调程度持续增强；(3)城市建设步伐加快,综合功能不断完善；(4)居民居住条件明显改善,收入水平稳步提高；(5)社会事业全面进步,社会保障能力增强。2、河北省邢台市城镇化发展中存在的问题：(1)城镇化发展水平较低；(2)城镇化滞后于工业化；(3)县域城镇化发展不平衡；(4)建制镇规模偏小,集聚能力较弱。3、河北省邢台市城镇化发展中存在问题原因分析：(1)农村城镇化建设迟缓,导致城镇化水平偏低；(2)有效支撑产业缺乏,劳动力流失严重；(3)农村城镇化缺乏科学规划；(4)城镇化建设配套制度没有同步建设。4、河北省邢台市城镇化发展对策：(1)金融创新,推动城镇化发展；(2)对农村企业进行技术支持,大力发展农村服务产业；(3)以可持续发展观为主要思想,对城镇发展进行合理规划；(4)完善配套制度,保障农民基本权利；(5)增强承载能力,提高城镇化质量；(6)尊重城镇化主体的意志,实现人口的真正城镇化：(7)加强环境建设,走绿色、低碳的和谐发展道路。综上所述,城镇化是一个国家实现全面现代化的必经之路。城乡发展存在差距是世界各国普遍存在的问题,而中国面临着巨大的经济增长问题,其中城乡发展不均等是最大的制约因素。邢台市属于农业发展市区,它的城乡发展不均等问题尤为显著,所以研究该市区的城乡经济差异的问题十分迫切,而且具有重大的实用价值和理论意义；并且为促进该地区的经济发展起到重大作用,能够进一步促进城乡统筹发展的模式,为该市区各个地区的均衡发展提供参考,因此本文的研究还具有较大的现实价值与意义。
[Abstract]:This paper adopts the methods of combining theory and practice, such as questionnaire field investigation, income-cost analysis, comparative analysis and empirical analysis, according to the observation, investigation and analysis of the urbanization situation and current characteristics of Xingtai City, Hebei Province. This paper studies the existing problems and countermeasures of urbanization in Xingtai City, Hebei Province, and obtains some important social and economic data on the present situation of urbanization in Xingtai City, Hebei Province. The causes of urbanization problems in Xingtai City, Hebei Province are found, and the countermeasures to solve the urbanization problems are put forward. After qualitative and quantitative analysis, the results are as follows: 1. The present situation of urbanization in Xingtai City, Hebei Province: (1) the economy of the municipal district is basically stable and the intensity of structural adjustment is increased; (2) the gathering ability of cities and towns is gradually improved, and the degree of coordination is continuously enhanced. (3) the pace of urban construction is accelerated and the comprehensive function is constantly improved. (4) the living conditions of residents are obviously improved and the income level is steadily improved. (5) the overall progress of social undertakings and the enhancement of social security ability. 2. The problems existing in the development of urbanization in Xingtai City, Hebei Province: (1) the level of urbanization is low, (2) urbanization lags behind industrialization, and (2) urbanization lags behind industrialization. (3) the development of county urbanization is not balanced; (4) the scale of town construction is small and the agglomeration ability is weak. 3. The reasons for the problems in the development of urbanization in Xingtai City, Hebei Province are analyzed as follows: (1) the construction of rural urbanization is slow, which leads to the low level of urbanization; (2) the lack of effective support industry and the serious loss of labor force; (3) the lack of scientific planning for rural urbanization; (4) there is no simultaneous construction of the supporting system of urbanization construction. 4, the countermeasures of urbanization development in Xingtai City, Hebei Province: (1) Financial innovation to promote the development of urbanization; (2) Technical support to rural enterprises and vigorously develop rural service industry; (3) taking the concept of sustainable development as the main idea, making reasonable planning for urban development; (4) perfecting the supporting system to ensure the basic rights of farmers; (5) strengthening the carrying capacity and improving the quality of urbanization; (6) respect the will of the main body of urbanization and realize the real urbanization of the population: (7) strengthen the environmental construction and take the harmonious development road of green and low carbon. To sum up, urbanization is the only way for a country to achieve comprehensive modernization. The gap between urban and rural development is a common problem in the world, and China is facing a huge problem of economic growth, in which the inequality of urban and rural development is the biggest constraint. Xingtai City belongs to the urban area of agricultural development, its unequal development between urban and rural areas is particularly significant, so it is very urgent to study the economic differences between urban and rural areas, and has great practical value and theoretical significance. And it plays an important role in promoting the economic development of this area, can further promote the overall development model of urban and rural areas, and provides a reference for the balanced development of each area of the urban area, so the research in this paper also has great practical value and significance.
