【摘要】：正一、建全居民收入的市场化形成与分配机制,加大对收入再分配的支持力度。1.收入分配制度的改革须与劳动力要素价格市场化结合。改变过去单纯的行政转型思路,逐步推进以市场为导向的经济结构和居民收入结构转变,建立健全居民收入的市场化形成与分配机制充分发挥市场决定机制在国民收入初次分配中的基础性和决定性作用。2.国民收入分配在坚持市场决定和效率优先的同时更要注重公平。宏观调控是保障居民收入稳定增长和市场机制有效运行必要的辅助
