基于差别分析视角的城乡一体化发展路径——兼论山东半岛城市群城乡一体化发展

【摘要】：城乡发展一体化是解决"三农"问题的根本途径。当前,我国城乡之间、区域之间还存在许多差距,城乡协调发展不平衡,生活消费、教育、卫生、公共服务、社会保障存在很大差距。城乡差别在很大程度上影响了我国经济社会各项事业的发展。缩小城乡差别,推进城乡一体化发展是亟待解决的任务。山东省统筹区域发展,创造性地提出了山东半岛城市群发展国家战略,已经成为山东经济发展的新增长点。要加大统筹城乡发展力度,增强农村发展活力,逐步缩小城乡差距,促进城乡共同繁荣,带动城乡一体化发展。要加强城乡一体化规划建设,充分发挥龙头城市的辐射带动作用;加快发展小城镇,增强示范带动能力;发展县域经济,提升县城区位品牌;实施纵向、横向联合,按功能定位城市规模;实施外向型战略,搭建经济全球化平台。
[Abstract]:The integration of urban and rural development is the fundamental way to solve the problem of agriculture, rural areas and farmers. At present, there are still many gaps between urban and rural areas and regions, such as unbalanced coordinated development between urban and rural areas, living consumption, education, health, public services and social security. To a great extent, the difference between urban and rural areas has affected the development of various economic and social undertakings in our country. Narrowing the difference between urban and rural areas and promoting the integrated development of urban and rural areas is an urgent task to be solved. Shandong Province has planned the regional development and creatively put forward the national strategy of the development of Shandong Peninsula urban agglomeration, which has become a new growth point of Shandong's economic development. It is necessary to strengthen the overall planning of urban and rural development, enhance the vitality of rural development, gradually narrow the gap between urban and rural areas, promote the common prosperity of urban and rural areas, and promote the integrated development of urban and rural areas. It is necessary to strengthen the planning and construction of urban-rural integration and give full play to the radiation driving role of leading cities; speed up the development of small towns and enhance the driving ability of demonstration; develop the county economy and enhance the location brand of county towns; implement vertical and horizontal combination to locate the scale of the city according to its function; implement export-oriented strategy and build a platform for economic globalization.
