上海社区养老志愿者服务体系研究

【摘要】:随着人口老龄化进程的加快到来,老龄人口的生活、健康问题已经成为了社会热点关注的问题。老年人的晚年生活不仅面对着健康的问题,还有心理和各种社会需求的问题。让老人住在自己家里,在继续得到家人照顾的同时,由社区的有关服务机构和人士为老人提供上门服务或托老服务的社区养老已成为养老的主流模式。但是由于专业人员的缺乏和老年人需求的不同,从而导致社区养老在实际运行中情况并不理想,因此笔者认为,在社区养老中引入志愿者服务的同时,对志愿者的考核、激励和培训也是不容忽视的。 通过文献研究和专家访谈等方式,笔者了解到:目前,对于上海市社区养老相关研究相对较多,水平也普遍较高,但针对上海市社区养老体志愿者服务体系方面的研究却是凤毛麟角。本文以深化上海市社区养老服务体系,以提高老年人生活质量为出发点从而引入志愿者服务体系,拟通过了解上海市社区养老服务发展现状及社区老年人对养老服务各项需求特点,进而明确存在的问题并探讨其解决措施,并参考了国内外在养老方式选择上的经验及志愿者管理机制,为进一步完善上海社区养老志愿者服务体系提供有力依据和可行的对策建议。 本文注重实地调研,分三次调研,共1840份问卷。首先从老年人对志愿服务的需求入手,进行志愿者需求分析,然后从志愿者供给视角探讨引入志愿者时间储蓄银行的可行性,最后从能力胜任的角度对老年人对志愿者需求的特征要素调研并形成社区养老志愿者素质能力胜任模型的基础。 为尽可能充分地研究上海社区养老志愿者服务体系,全文共分七个章节: 第一章为绪论部分,指出了选题背景、研究目的、现实意义、研究思路、研究方法、创新点和有待完善之处。 第二章,介绍社区养老服务的相关理论内容,并指出社区养老志愿者服务体系的可行性。 第三章,通过对上海社区养老服务和志愿者供给的问卷调查及访谈,并运用统计分析方法对服务需求供给、服务现状及存在的问题等进行全面地分析。 第四章,通过对国内外社区养老和志愿者相关政策研究,提出在社区养老服务中引入志愿者服务的构想并构造组织框架体系。 第五章,通过选取一定数量的社区老年人、社区工作者和潜在志愿者进行问卷调查,使用交叉分析和单因素方差分析不同特征老年人对志愿者需求的差异性,并使用主成分分析方法构建社区养老志愿者素质能力胜任理论模型并进行验证和确定权重。社区养老志愿者素质能力胜任模型包含生活、娱乐和医疗三个类别;有爱心、责任感、诚实、热情、志愿经验、志愿知识、服务意识、老年心理知识、耐心、坚韧、工作效率、主动性、组织能力、分享经验、发现问题、改进服务、表达清晰、表达方式、喜欢交流、沟通技巧二十个胜任力特征要素。 第六章,比对国内外的社区养老成功经验,,以社区志愿者素质能力胜任模型为核心,从社区养老志愿者的招募、绩效考核、激励和培训四个方面建立一个适用于上海社区养老志愿者发展的管理模型。 第七章,结论与展望。
[Abstract]:With the acceleration of the aging process of the population , the life and health of the aged population has become a concern of the society . The old people ' s later life is not only confronted with the problems of health , but also the psychological and social needs . Based on the research of literature and interview of experts , the author has realized that the research on the community pension service system in Shanghai is relatively high , but the research on the community pension service system in Shanghai is very few . In order to improve the quality of life of the elderly , this paper introduces the volunteer service system . It is proposed that the present situation of community pension service in Shanghai and the characteristics of the old people ' s needs in the community should be improved . This paper focuses on the field investigation and three surveys , and a total of 1840 questionnaires . First , from the demand of the old people to the volunteer service , the volunteer needs analysis is carried out , then the feasibility of introducing the volunteer time savings bank is discussed from the perspective of the volunteer supply , and finally , the characteristics of the old people to the needs of the volunteers are investigated from the viewpoint of competence , and the basis of the competency model of the community old - age volunteers is formed . In order to study the service system of the old - age volunteers in Shanghai as much as possible , seven chapters are divided into seven chapters : The first chapter is the introduction part , points out the background , research aim , realistic meaning , research thinking , research method , innovation point and the place to be perfected . The second chapter introduces the relevant theoretical contents of the community pension service , and points out the feasibility of the community pension volunteer service system . In the third chapter , through the investigation and interview of the supply of the old - age service and volunteers in Shanghai , the paper makes a comprehensive analysis on the supply of service demand , the status quo and the existing problems of the service demand by means of statistical analysis . In the fourth chapter , through the policy research on community pension and volunteers at home and abroad , this paper puts forward the idea of introducing the volunteer service into the community pension service and constructs the organizational framework system . In chapter 5 , by selecting a certain number of community elders , community workers and potential volunteers to carry out the questionnaire investigation , the difference of the old people ' s needs of the old people with different characteristics is analyzed by using cross analysis and single factor analysis , and the main component analysis method is used to construct the community old - age volunteers ' quality competence competence theory model , and the weight is verified and determined . The community old - age volunteers ' quality competence model includes three categories of life , entertainment and medical care ; The sixth chapter establishes a management model applicable to the development of the old - age volunteers in the community from four aspects : recruitment , performance assessment , motivation and training of community - based old - age volunteers . Chapter VII , conclusions and prospects .
