【摘要】：国际援助是政府、非政府组织或国际机构之间为促进受援国人民生活条件改善而进行的公共资源的自愿转移。在当今国际援助体系中,除了传统的政府间援助形式,大量公民社会组织涌现并成为实现国际援助的重要力量,凯尔国际就是其中具有代表性的组织之一。凯尔国际成立于1945年,在世界范围内有14个伞状成员,是全球领先的人道主义救援和发展组织,消除贫困和不平等是它实施国际援助的宗旨。非洲是世界上发展较为落后的地区之一,它遭受了长达几世纪的殖民统治。20世纪60年代初,大量非洲国家获得独立,其积贫积弱的社会发展状况急需外部力量的帮助。凯尔国际凭借一般国际组织不具备的优势,通过对非援助,为非洲受援国在人道主义救援、基础设施建设、能力建设等方面做出了突出贡献。
