社会化公益下的灾害社会工作实践问题研究

【摘要】：社会工作的三大基本功能为恢复、预防和发展,然而在公益事业社会化、常态化的新的公益模式下,意味着没有放诸四海皆准的社会工作,只有文化特定的社会工作。本文结合三个国内地震灾害后的重建工作的案例,探讨在社会化公益影响下的社工的理念和视角如何与实践更好的相结合的问题,以及实践中社工角色的定位问题。灾后恢复重建过程中,社工介入的视角问题及角色问题研究具有重要的现实和理论的意义,它可以丰富中国灾害社会工作的研究成果。从实践来看,它可以为面对着诸多介入灾害恢复重建实务中所遇到的例如介入后社会效益低下、特定地域文化的介入等问题的社会工作者提供可借鉴的经验总结。本研究的主题是在文化建构的视角下,运用专业的社工优势视角和能力建设理念,剖析灾害社会工作在社会化公益形势下的经验问题,本研究的主要贡献在于具体回答了三个问题,第一、社会化公益是怎样在震后灾害社会工作实践中基于文化建构视角及能力建设视角的展开的?第二、为什么文化建构视角在社会化公益中是重要的?第三、在运用了能力建设视角与优势视角的震后支持项目中社工的角色定位是怎样的? 本研究的分析主要是基于国内典型灾害社会工作案例中遇到的实践问题而引出的介入视角理念的问题,这种纯理论的研究结论在推论上可能存在局限性,但是因为看到了视角所导致的问题出现,希望从经验中总结出理论,并且希望经验总结能给社工实践带来新的启发。
[Abstract]:The three basic functions of social work are recovery, prevention and development. However, in the new commonweal mode of socialization and normalization of public welfare, it means that there is no universal social work. Only culturally specific social work. This paper combines three cases of reconstruction work after earthquake disasters in China to discuss how to combine the concept and perspective of social workers under the influence of socialized public welfare with better practice. And the role of social workers in practice. In the process of post-disaster recovery and reconstruction, the study of social workers' involvement in perspective and role issues has important practical and theoretical significance, it can enrich the research results of disaster social work in China, from the perspective of practice. It can be used for reference for social workers who are confronted with many problems in disaster rehabilitation and reconstruction such as low social benefit after intervention and the intervention of specific regional culture. The theme of this study is to analyze the experience of disaster social work in the situation of socialized public welfare from the perspective of cultural construction, the advantage of professional social workers and the concept of capacity building. The main contribution of this study lies in the specific answers to three questions. First, how does the social public welfare work in the post-earthquake disaster social work practice based on the perspective of cultural construction and capacity-building? Second, why is the perspective of cultural construction important in socialized public welfare? Third, what is the role orientation of social workers in post-earthquake support projects using the perspective of capacity-building and advantages? The analysis of this study is mainly based on the practical problems encountered in typical disaster social work cases in China and leads to the problem of the concept of intervention perspective. The conclusion of this pure theory may have limitations in inference. However, because of the problems caused by visual angle, we hope to sum up the theory from experience and hope that the summation of experience can bring new inspiration to the practice of social workers.
