城市政区地名的变更及其问题研究

【摘要】：城市更名是现实生活中争议颇多的热点问题，它对社会公共生活多个领域都会产生重大影响，其问题特质要求突破表面化的讨论，进而上升为理论上的关切。故特把课题研究对象确定为市及市辖区专名的变更，导入公共行政学、地名管理学、政区地理学等相关理论来进行论证分析，就城市政区更名的特点、类型、问题等内容进行系统性地研究，这对于区划与地名工作的理论探索和实践指导具有重大意义。通过对我国建国至改革开放以及改革开放至今两个阶段城市政区更名的实际考察，我国在城市更名方面，存在以下几个方面的问题：一是政区重名问题，包括因更名带来新的重名和尚有诸多城市重名问题没有解决；其次，，区划地名与地域实体不相对应，严重影响政区地名的指位功能，对社会交往产生负面影响；第三，不当更名对遗产原真性保护产生不利影响，这是当今城市更名引起热议的重大原因；最后，城市更名运作机制欠合理，如更名政策问题的构建机制不完善、更名方案决策不合理、更名规划工作不到位等问题，会直接影响到城市政区更名的科学性与合理性。上述问题的存在，促使人们对城市政区更名的合理性进行反思。合理性是合规律性与合目的性的统一。就城市政区更名而言，就是要将政区更名工作置于合理性审查之下，使之既符合区划与地名相关规律又能够良好地切合于社会各方面的发展。为增进城市更名的合理性，就要树立合理的更名观，通过推进更名的制度建设和法治建设保障合理的更名过程，通过加强遗产保护等辅助措施得到合理的更名结果。
[Abstract]:Urban renaming is a hot and controversial issue in real life, which has great influence on many fields of social public life. Therefore, the research object is determined as the change of the proper name of the city and the municipal district, leading to the relevant theories of public administration, toponymy management, district geography and so on to conduct the demonstration and analysis. It is of great significance for the theoretical exploration and practical guidance of regionalization and toponymic work to study systematically the characteristics, types and problems of the change of names in urban administrative districts. Through the actual investigation of the change of the name of the city administrative district in the two stages from the founding of our country to the reform and opening up to the outside world, there are the following problems in the area of city name change in our country: first, the question of the renewal of the name of the administrative district. There are many problems that have not been solved. Secondly, geographical names do not correspond to regional entities, which seriously affect the function of geographical names and have a negative impact on social interaction. The improper change of name has a negative impact on the protection of the original heritage, which is the major reason for the heated discussion of the city name change. Finally, the operation mechanism of the city name change is unreasonable, for example, the construction mechanism of the policy of changing the name is not perfect. Some problems, such as unreasonable decision of renaming scheme and inadequate planning of renaming, will directly affect the scientific and rational renaming of urban administrative districts. The existence of the above problems urges people to reflect on the rationality of changing the name of the city administrative district. Rationality is the unity of regularity and purpose. In terms of changing the name of the city administrative district, it is necessary to put the task of changing the name of the administrative district under the examination of rationality. In order to improve the rationality of urban renaming, it is necessary to set up a reasonable concept of changing names, which not only conforms to the laws of regionalization and geographical names, but also can be well suited to the development of various aspects of society. Through the promotion of the construction of the system of renaming and the construction of the rule of law to ensure a reasonable process of renaming, through the strengthening of heritage protection and other auxiliary measures to obtain reasonable results of renaming.
