晋东南地区村民自治制度中宗族问题研究

【摘要】：当前，，政府和学界对农村问题的讨论日趋激烈。尤其在全球性金融危机爆发以后，在农村政治民主建设这个老问题上也正是反观我国政治民主的发展经验的时候。新农村建设中宗族问题的研究环节相对其他农村问题滞后，各学科虽然形成百家争鸣，但是也限制了学科研究的范围。从历史学的角度研究一般停留在宗族历史的本身，基本上不涉及宗族跟农村政治体系即村民自治制度的关系，最起码不涉及与当今新农村建设的关系；社会学的研究却缺乏相应得宗族的历史知识，一般认为现代社会的宗族只是传统宗族中的一个残留部分而已。所以往往夸大宗族的历史功用从而忽视了它的整体功能。本文希望通过综合社会史、政治社会学、行政管理学和经济学的多方材料，对宗族与新农村政治民主化建设问题之间的关系作一个全面的理论探讨。其中，社会史展现了宗族的历史沿革过程，政治社会学的材料则提供了现代宗族的种种表现以及农村社区建设的现状。加上本文选取晋东南Y村的实地访谈和问卷的实证研究，意图让传统宗族在社会主义新农村建设重新得到正确的认识和走向正确的发展道路。本文分为五个部分。第一部分为绪论，主要包括了论文研究背景及其意义、国内外文献综述、研究的基本思路及主要方法。第二部分总结归纳宗族政治的历史渊源及其基本理论，详细剖析在我国封建专制体制中皇权与宗族体制的关系，简要说明我国基层政治体系的历史变迁以及宗族组织在参政中的历史沿革，建立它们两者关系的基本理论体系，明确具体研究内容和范围，为下文的宗族在现代社会中的影响阐述提供理论基础。第三部分结合晋东南Y村讨论了新农村建设中村民自治制度下的日常治理范围内的宗族影响和发展，为处理两者关系提供现实的依据。第四部分具体放在晋东南Y村的村委会选举中的宗族影响及发展，突出宗族的发展与新农村建设中的政治民主建设两者之间的关系。先介绍晋东南Y村的宗族在农村政治体系中的一般情况，而后运用实证研究方法提出宗族在我国农村村委会选举中的作用和影响，即从宗族自身的内外结构上、“贿选”中的“博弈理论”、最后上升到国家与社会之间的关系层面，从而涉及当前所提及的创新社会管理的实践研究，这是本文研究的重要创新点。然后从日常的宗族治理和选举前后的宗族动态两个不同的时间空间体系中归纳出在村民自治制度落实过程中的宗族现象产生的根本原因，第五部分针对宗族在新农村自治中的两者关系中所存在的问题，提出发展两者良性关系的政治经济、制度建设、社会管理等方面的对策建议。
[Abstract]:At present, government and academic circles are discussing rural issues more and more intensely. Especially after the global financial crisis broke out, On the old issue of the construction of rural political democracy, it is also time to reflect on the development experience of political democracy in our country. The study of clan issues in the construction of new rural areas lags behind that of other rural issues, although various disciplines have formed a hundred schools of thought to contend with each other. But it also limits the scope of disciplinary research. From the perspective of history, the study generally stays in the clan history itself, and basically does not involve the relationship between the clan and the rural political system, that is, the villager autonomy system. At the very least, it does not involve any relationship with the construction of today's new countryside; sociological studies, however, lack the corresponding historical knowledge of the clan. It is generally believed that the clan in modern society is only a remnant part of the traditional clan. Therefore, the historical function of the clan is often exaggerated and its overall function is neglected. The various materials of administrative management and economics make a comprehensive theoretical discussion on the relationship between clansmen and the construction of political democratization in the new countryside. Among them, the social history shows the historical evolution of the clans. The materials of political sociology provide a variety of manifestations of modern clan and the current situation of rural community construction. In addition, this paper selects the field interviews and questionnaire empirical study of Y Village in Southeast Shanxi. It is intended that the traditional clan in the construction of the new socialist countryside can get a correct understanding and develop on the right path. This paper is divided into five parts. The first part is the introduction, mainly including the research background and its significance, the literature review at home and abroad, The second part summarizes the historical origin and basic theory of clan politics, and analyzes the relationship between imperial power and clan system in the feudal autocratic system of our country in detail. This paper briefly explains the historical changes of the political system at the grass-roots level and the historical evolution of the clan organizations in participating in political affairs, establishes the basic theoretical system of their relationship, and clarifies the specific contents and scope of the research. The third part discusses the influence and development of clan in the scope of daily governance under the villagers' autonomy system in the construction of the new rural area combined with the Y village in southeast Shanxi Province, which provides the theoretical basis for the following clan's influence and elaboration in the modern society. In order to provide a realistic basis for handling the relationship between the two. 4th, the impact and development of the clan in the election of the village committee of Y Village in Southeast Shanxi, Highlighting the relationship between the development of clan and the construction of political democracy in the construction of new countryside. First, introduce the general situation of clan of Y village in Southeast Shanxi in the rural political system, Then the paper puts forward the function and influence of clan in rural village committee election by using empirical research method, that is, from the internal and external structure of clan itself, "game theory" in "bribery election" rises to the level of the relationship between the state and society. Thus involving the practical research of innovative social management mentioned at present, This is the important innovation of this paper. Then, from the two different time and space systems of daily clan governance and clan dynamic before and after the election, we conclude the root causes of clan phenomenon in the implementation of villager autonomy system. In the 5th part, aiming at the problems existing in the relationship between the two in the new rural autonomy, the author puts forward some countermeasures and suggestions for the development of the benign relationship between the two parties in the aspects of political economy, system construction, social management, and so on.
