中国共产党提升舆论引导能力研究

【摘要】:党的十六大以来,以胡锦涛为总书记的党中央将舆论引导提高到执政能力建设的突出位置进行战略性部署,明确要求广大领导干部提高同媒体打交道的能力,对舆论引导工作进行深入研究,并采取切实有效的措施增强引导舆论的本领,掌握舆论工作的主动权,提高舆论引导的公信力、感染力和吸引力。长期以来,党的舆论引导工作取得可喜的成绩,为人民解放事业和中国特色社会主义事业提供强大的精神动力和舆论支撑,形成许多行之有效的方式方法和优良作风,积累的宝贵经验和丰富的理论积淀具有长远指导意义。但随着时代场景的切换和历史条件的变迁,当前,中国的政治情势、经济形势、社会环境和文化氛围发生巨大变化,促使整个舆论生态发生天翻地覆的变化,我国的舆论引导面临着严峻的形势和剧烈的挑战,传统的舆论引导方式呈现出一些与国内外形势发展不符合、与党提升执政能力的要求不适应的地方,存在着亟待克服的弊端。实践上的挑战亟需理论提供科学指导和指引,彰显深化理论研究、提升理论研究前瞻性和创新性的重要性。 论文从中国特色社会主义制度的政治立场和加强党执政能力建设的现实需要出发,遵循马克思主义中国化的历史脉络和理论逻辑,以寻求党开展舆论引导工作的理论支撑和理论渊源为起点,研究分析不同历史时期党在理论层面对马克思主义关于舆论引导的思想理论观点的“运用性创造”成果,总结回顾党在实践层面“创造性运用”马克思主义指导中国舆论引导实践的成效与经验教训,在观照和镜鉴国外在舆论管理方面成败得失的基础上,针对新形势下党的舆论引导工作所面临的问题困境,以宏观上的原则、目标、理念与微观上的举措、方法相结合为追求,从党的执政理念等价值理性层面探讨提升舆论引导能力的策略性路径,从遵循新闻传播规律的工具理性层面提出技术性对策。
[Abstract]:Since the 16th National Congress of the Party, the CPC Central Committee, with Hu Jintao as its general secretary, has made strategic arrangements to raise public opinion guidance to a prominent position in the building of its ruling ability, explicitly demanding that the broad masses of leading cadres improve their ability to deal with the media. To conduct an in-depth study of the work of public opinion guidance, and to take practical and effective measures to enhance the ability to guide public opinion, to master the initiative of public opinion work, to enhance the credibility, appeal and attractiveness of public opinion guidance. The Party's work of guiding public opinion has achieved gratifying results, provided strong spiritual impetus and public opinion support for the cause of people's liberation and socialism with Chinese characteristics, and formed many effective ways and methods and a fine style of work. The accumulated valuable experience and rich theoretical accumulation have long-term guiding significance. But with the change of the historical conditions and the changing of the historical conditions, the political situation, the economic situation, the social environment and the cultural atmosphere in China have changed greatly. The whole public opinion ecology has undergone earth-shaking changes, and our country's public opinion guidance is facing a severe situation and fierce challenges. Some of the traditional public opinion guidance methods are not in line with the development of the domestic and foreign situation. The practical challenges need to be provided with scientific guidance and guidance to deepen theoretical research and enhance the importance of foresight and innovation in theoretical research. Proceeding from the political standpoint of the socialist system with Chinese characteristics and the realistic needs of strengthening the Party's ruling ability, the thesis follows the historical context and theoretical logic of Marxism in China. Starting from seeking the theoretical support and theoretical origin of the Party's public opinion guidance work, this paper studies and analyzes the "applied creation" of Marxist ideological and theoretical views on the guidance of public opinion in different historical periods. Summing up and reviewing the Party's "creative application" of Marxism in guiding the practice of China's public opinion guidance at the practical level and its experience and lessons, and on the basis of observing and learning from the successes and failures of foreign countries in the management of public opinion, In view of the difficulties faced by the Party's public opinion guidance work under the new situation, the combination of macro principles, goals, ideas and microcosmic measures and methods is the pursuit. This paper probes into the strategic path of improving the ability of public opinion guidance from the value rational level such as the Party's ruling concept, and puts forward technical countermeasures from the perspective of tool rationality following the law of news dissemination.
