我国社会工作立法的重点议题

【摘要】:我国社会工作发展过程中"服务抓不住民心、机构留不住人才、政府管不住机构"等问题迫切需要通过立法手段加以解决。社会工作者等基本概念的界定、从业资格的设立、薪酬福利和管理体制应该成为社会工作立法的重点议题。立法要改变目前对"社会工作者"界定混乱的局面。设定社会工作就业准入是必要的,但是要处理好专业要求和发展目标的关系、从业资格证书和职业水平评价证书的关系。法律不宜规定具体的薪酬待遇,但是应该明确薪酬福利的制度和机制。改革管理体制应该围绕"政府与社工机构的关系"展开,主要是调整行政化管理方式,变命令服从式管理为参与式管理。
[Abstract]:In the process of social work development in China, such problems as "service cannot grasp the people's heart, institutions cannot retain talents, and the government cannot manage institutions" urgently need to be solved by means of legislation, such as the definition of basic concepts such as social workers and the establishment of working qualifications. The pay, welfare and management system should be a key issue in social work legislation. Legislation is needed to change the current confusion over the definition of "social workers." it is necessary to establish access to social work jobs. However, it is necessary to properly handle the relationship between professional requirements and development objectives, the relationship between job qualification certificates and professional level evaluation certificates. However, the system and mechanism of salary and welfare should be clearly defined, and the reform management system should revolve around "the relationship between the government and the social work organization", which is mainly to adjust the administrative management method and change the management from order to order into participatory management.
