非营利组织介入大学生就业的模式研究

【摘要】：近年来,大学生就业问题一直受到社会各界的广泛关注。自1999年起,我国高校实行扩招政策以来,大学毕业生数量逐年增加。2010年我国的应届毕业生达到630万。快速膨胀的毕业生人数,给我国的就业市场带来了巨大的压力。政府在大学生就业中的作用显而易见,但仅靠政府解决这样的社会问题还远远不够,应举全社会之力共同面对。非营利组织作为一支新兴的社会力量,在这方面具有自己独特的优势。如果能够在非营利组织和大学生就业之间搭起一个联络的平台,起到吸纳、培训、指导大学生就业的作用,那么这个问题将得到很好的改善。本文试图对非营利组织介入大学生就业中的模式进行研究。本文首先回顾了近年来国内外关于非营利组织和大学生就业的研究成果,界定了本文研究的主要内容。然后在大量搜集历史数据的基础上,分析了我国目前大学生就业的状况。应用政府失灵理论、公共管理理论、第三方管理理论和就业理论共同阐明了非营利组织介入大学生就业的理论基础。接着,通过分析我国非营利组织介入大学生就业的现状确定了我国非营利组织能够为大学生提供培训课程与实习岗位来促进大学生就业。最后用公共产品供给主体选择理论分析大学生就业过程中政府、企业、非营利组织提供的培训课程与实习岗位,并提出了非营利组织介入大学生就业的模式。目前我国的非营利组织发展仍处于起步阶段,不论是在管理还是运营方面都存在着许多不足之处,因此,尚没有足够的能力为大学生提供很好的就业岗位。但是由于非营利组织自身的特性,在为大学生提供实习岗位和培训课程方面具有很大的优势。为此,可以采取非营利组织与政府合作的模式和非营利组织与高校、企业多方合作的模式来发挥非营利组织在大学生就业中的作用。
[Abstract]:In recent years, the employment of college students has been widely concerned by all walks of life.Since 1999, the number of college graduates has increased year by year since the implementation of the enrollment expansion policy in our country. In 2010, the number of fresh graduates in our country reached 6.3 million.The rapid expansion of the number of graduates has brought great pressure to the job market of our country.The role of the government in the employment of college students is obvious, but it is far from enough to solve such social problems only by the government.As a new social force, non-profit organizations have their own unique advantages in this respect.If we can set up a contact platform between non-profit organizations and college students' employment, play the role of absorbing, training and guiding the employment of college students, then this problem will be well improved.This paper attempts to study the mode of non-profit organization involvement in college students' employment.This paper first reviews the research results of non-profit organizations and college students' employment at home and abroad in recent years, and defines the main contents of this study.Then, on the basis of collecting a large number of historical data, this paper analyzes the current employment situation of college students in China.Applying the theory of government failure, the theory of public administration, the theory of third party management and the theory of employment, this paper expounds the theoretical basis of non-profit organizations' involvement in the employment of college students.Then, by analyzing the current situation of NPO's involvement in college students' employment, it is determined that NPOs can provide training courses and internships for college students in order to promote college students' employment.Finally, this paper analyzes the training courses and internships offered by the government, enterprises and non-profit organizations in the process of college students' employment by using the theory of the main body of public goods supply, and puts forward the model of the involvement of non-profit organizations in the employment of college students.At present, the development of non-profit organizations in our country is still in the initial stage, both in management and operation, there are many deficiencies, therefore, there is not enough ability for college students to provide a good job.However, because of its own characteristics, non-profit organizations have great advantages in providing internships and training courses for college students.Therefore, the mode of cooperation between non-profit organization and government, the mode of cooperation between non-profit organization and university, and the mode of multi-cooperation between enterprise and enterprise can be adopted to play the role of non-profit organization in the employment of college students.
