职业化发展背景下的社会工作者角色分析

【摘要】:改革开放三十年带给中国经济社会天翻地覆的变化,在市场经济迅猛发展的同时,一些潜藏在飞速发展背后的社会矛盾和问题日益显性化,在人们的现实生活中逐渐积累和升级。在此经济社会发展的大背景下,社会工作在中国悄然起步,在不断探索成熟的过程中走进千家万户的生活。但相比西方百余年的社会工作发展历史,我国社会工作起步较晚,发展尚属于初级阶段,离社会工作者职业化发展目标仍有很大的距离,许多根本性的问题有待于进一步突破、探索和解决,而检验社会工作发展成熟度最好的衡量标准即为人民群众对社会工作的认可程度,要提高人民群众认可度首先要从实施社会工作的主体——社会工作者这支队伍抓起。 为使社会工作者队伍不断走向职业化发展目标,我国各地区采取了多项改革措施,上海是我国社会工作发展较快并较为成熟的地区之一。近年来,市委市政府高度重视社工队伍建设,把社会工作作为解决社会矛盾、促进社会和谐的软抓手。为推进社工队伍职业化发展,上海实施了社会工作职业资格制度,每年都鼓励和引导社工参与专业化培训,各区县也分别建立了有利于本地区社工队伍发展的薪资福利机制,多方面推动社工队伍的发展。但社工队伍在向职业化方向迈进的过程中,也受到了方方面面的阻力。本文认为,社会工作者所扮演的角色对其所从事的工作的发展有着决定性的作用。由于角色呈现的是一个个体所处的地位和形势,它反映出个体在不同环境下的心理变化,更折射出个体及其行为的社会价值。在我国,社会工作者的角色定位尚不清晰,行政化的色彩过浓导致社会工作者自身认知存在偏差,从而对自己所从事的工作无法全身心的投入。这些个体角色上的问题,使中国社会工作职业化的发展进程受到一定阻碍。 鉴于以上情况,本文以当前我国社会工作者角色为主题,采取比较研究和实例研究的方法,一是通过中外社会工作者角色的比较分析,明确我国社会工作者角色定位的现状,学习和汲取西方社会工作发展历程中已得到实践证明的科学理论和价值经验;二是通过在上海市卢湾区居民中抽取部分人员开展问卷调查,了解当前我国社会工作者的角色现状,从而发现我国社会工作者队伍发展中的亮点和不足,找寻提升社会工作者队伍职业化发展水平的关键点和突破点。
[Abstract]:The 30 years of reform and opening up have brought about tremendous changes in China's economy and society. With the rapid development of the market economy, some social contradictions and problems lurking behind the rapid development are becoming increasingly dominant. In the real life of people gradually accumulate and upgrade. In this background of economic and social development, social work quietly started in China, in the process of continuous exploration and maturity into the life of thousands of households. However, compared with the development history of social work in the West for more than 100 years, the development of social work in our country is relatively late, and the development is still in the primary stage, and there is still a long way to go from the goal of professionalization of social workers, and many fundamental problems need to be further broken through. To explore and solve, and to test the best measure of the development maturity of social work, that is, the degree of acceptance of social work by the masses of the people, In order to improve the recognition of the people, we must first start with the social worker, the main body of social work. In order to make the social workers go to the goal of professionalization, many reform measures have been taken in various areas of our country. Shanghai is one of the regions where social work develops rapidly and maturely. In recent years, the municipal party committee and government attach great importance to the construction of social workers, regard social work as a soft grasp to solve social contradictions and promote social harmony. In order to promote the professionalization of social workers, Shanghai has implemented the social work professional qualification system, encouraging and guiding social workers to participate in professional training every year. Each district and county has also set up a salary and welfare mechanism conducive to the development of social workers in their respective regions. Promote the development of social work team in many ways. However, in the process of professionalization, the social work team has also suffered resistance from all aspects. This paper argues that the role of social workers plays a decisive role in the development of their work. Because the role presents the status and situation of an individual, it reflects the psychological changes of the individual under different circumstances, and also reflects the social value of the individual and its behavior. In our country, the role orientation of social workers is not clear, too much administrative color leads to the deviation of social workers' own cognition, so they can not devote themselves to the work they are engaged in. These individual role problems hinder the development of social work professionalization in China. In view of the above situation, this paper takes the current role of social worker as the theme, adopts the methods of comparative study and case study. Firstly, through the comparative analysis of the roles of social workers at home and abroad, the present situation of the role orientation of social workers in China is clarified. To study and learn from the scientific theories and valuable experiences that have been proved by practice in the course of the development of social work in the West; second, to carry out a questionnaire survey among some of the residents of Shanghai's Luwan District. In order to find out the bright spot and deficiency in the development of social worker team in our country, to find the key point and breakthrough point to improve the level of professional development of social worker team.
