内蒙古优势特色行业选择、分析及评价研究

【摘要】：“十五”期间,内蒙古自治区党委、政府将能源、冶金建材、农畜产品加工、化工、装备制造和高新技术确立为我区的六大特色优势产业,优势特色产业成为拉动我区经济增长的重要力量。但是随着经济社会的不断发展,“十五”期间所订的规划显然具有滞后性,另外“十五”期间优势产业的确定是以产业为研究对象,对于真正实施重点扶持、重点培育政策在执行上针对性不强。如何能够根据内蒙古地区当今经济发展现状和需要,制定符合内蒙古实际情况的优势特色行业,更好的为内蒙古经济发展服务就是摆在我们眼前的一个课题。本文正是从统计学的角度出发,以行业为研究对象和统计口径,对内蒙古优势特色行业的选择进行的一项研究。目前国内针对优势特色产业的文章很多,但是基本都是根据已确定的优势产业进行分析,尤其是在内蒙古地区对优势特色产业的选择类文献就更少了。本文立足于行业而非产业视角,使政策在运用上更具可操作性,并尝试运用综合统计方法,分别以行业纵向对比、行业集群竞争力为分析的立足点,运用ROUGH集原理分析、主成分分析模型和基于GEM模型的层次分析法对内蒙古自治区41个行业进行梳理和对比评分,最后运用基于模糊BORDA法进行综合评分以确定内蒙古优势特色行业。在指标选择上,本文参考了国内众多学者对于区域优势特色产业的论述和定义,也参考了以往优势特色产业文章的思路。在文章建模和分析思路方面,本文首先通过ROUGH集原理对全区41个行业进行初步的筛选,选出排名前10名的行业,使接下来的分析更具科学性和可操作性;然后以行业纵向对比、行业集群竞争力为研究视角,分别运用主成分分析法和基于GEM模型的层次分析法对筛选后的行业进行分析评分;最后运用了基于模糊BORDA法对以上两种方法的评价结果进行综合评分,并根据评分结果给予分析和解释,并最终给出政策建议,希望能够为内蒙古制定更具针对性和可作性的行业发展政策提供自己合理的建议。
[Abstract]:During the period of "fifteen", the Party committee of the Inner Mongolia Autonomous Region, the government established energy, metallurgical building materials, agricultural and livestock products processing, chemical industry, equipment manufacturing and high and new technology as the six dominant industries in our region. The advantages and characteristics industry has become an important force to stimulate the economic growth of our district. However, with the continuous development of the economy and society, the "fifteen" period has been established. The planning is obviously lagging. In addition, the determination of the advantage industry during the "fifteen" is the industry as the research object. For the real implementation of the key support, the key cultivation policy is not pertinent to the implementation. How can we formulate the advantages and characteristics that meet the actual situation of Inner Mongolia according to the current situation and needs of the economic development in Inner Mongolia region. Industry, better service for Inner Mongolia's economic development is a topic before us.
From the point of view of statistics, this paper makes a study on the choice of the dominant industry in Inner Mongolia with the industry as the research object and the statistical caliber. At present, there are many articles on the advantages and characteristics in China, but the basic industry is based on the determined advantage industry, especially in the Inner Mongolia region. There are fewer selection literature in the industry. This paper, based on industry rather than industry perspective, makes policy more maneuverable, and tries to use comprehensive statistical methods, based on industry vertical comparison and industry cluster competitiveness, using ROUGH set principle analysis, principal component analysis model and GEM based hierarchy. The analysis of the 41 industries in the Inner Mongolia Autonomous Region is combed and contrasted. Finally, a comprehensive score based on fuzzy BORDA is used to make a comprehensive evaluation to determine the dominant industry in Inner Mongolia. In the selection of indicators, this paper refers to the discussion and definition of many domestic scholars on regional advantages and characteristics, and also references the previous advantages and characteristics of the industry. Thinking.
In the aspect of the article modeling and analysis, this paper first screened 41 industries through the ROUGH set principle and selected the top 10 industries to make the next analysis more scientific and operable; then, with the vertical comparison of the industry and the competitiveness of the industry cluster as the research perspective, the principal component analysis method and the GE based on the principal component analysis method were used respectively. The analytic hierarchy process (AHP) of M model is used to analyze and score the selected industry. Finally, based on the fuzzy BORDA method, the evaluation results of the above two methods are synthetically graded, and the results are analyzed and explained according to the result of the score. Finally, the policy suggestions are given, hoping to develop more targeted and feasible industry development for Inner Mongolia. The policy provides its own reasonable advice.
