国外“医养一体化”服务模式发展经验及对我国的启示

【摘要】：目的:探索"健康中国2030"发展战略下"医养一体化"服务模式发展之路。方法:概括美国、澳大利亚、日本、德国和瑞典等发达国家"医养一体化"服务模式的发展经验,分析其对我国的启示。结果与结论:美国主要实施的是全面的老年人服务项目;澳大利亚充分利用第三方平台来保障"医养一体化"服务模式的合理运营;日本对老年人的医疗服务采取的是护理保险制度与覆盖全民的医疗保险体系的有机结合;德国和瑞典鼓励"居家养老"的服务模式。我国"医养一体化"服务模式在借鉴国外先进经验的基础上,应结合我国国情,坚持政府主导地位,引入市场竞争机制,制定严格的"医养一体化"服务机构准入标准,培养专业的护理人员,才能取得长远的发展。
[Abstract]:Objective: to explore the development of "medical and maintenance integration" service mode under the development strategy of "healthy China 2030". Methods: to summarize the development experience of "medical and maintenance integration" service model in developed countries, such as USA, Australia, Japan, Germany and Sweden, and analyze its enlightenment to our country. Results & conclusion: America mainly implements the comprehensive service project for the elderly, Australia makes full use of the third party platform to ensure the reasonable operation of the service mode of "medical and maintenance integration". Japan adopts an organic combination of the nursing insurance system and the universal medical insurance system for the elderly, while Germany and Sweden encourage the "home old-age care" service model. On the basis of drawing lessons from the advanced experience of foreign countries, the service mode of "integration of medical care and maintenance" in our country should adhere to the leading position of the government, introduce market competition mechanism, and formulate strict admission standards for the service institutions of "integration of medical and support services". Only by training professional nursing staff can we achieve long-term development.
