当代中国老年人才资源开发问题研究

【摘要】:随着我国经济的迅速发展,我国面临着高级人才储备量的严重不足。同时,人民生活水平的不断提高,导致人口的预期寿命不断延长,随之就有一大批离退休的老年人才被闲置下来。但是很多老年人才资源在退休之后都希望通过再就业来获得经济报酬,以实现自己的价值,这造成了人才资源的极大浪费,尤其是学历越高的人才,其能力释放期越短,自身价值体现的时间也就越短。所以如何充分开发老年人才资源成为一个亟需关注的焦点,这对于缓解人才短缺的矛盾,积极应对人口老龄化,落实科学发展和构建和谐社会起着举足轻重的作用。我国在老年人才资源开发方面取得了一定的成就,但是其中存在的问题却不容忽视:老年人才资源开发发展不平衡;人才市场机制不完善;对老年人才资源开发缺乏统一的组织领导。造成这些问题的原因缺失使多方面的:政府重“养”而不重开发;社会对老年人才资源的存量与价值估计不足和认识错误;老年人自身思想深受计划经济体制的影响等等。针对这些阻碍我国老年人才资源开发的因素,本文借鉴了国外的一些成功经验,提出了老年人才资源开发的具体对策,主要有加强宣传教育,打破各种思想误区,营造老年人才资源开发的良好社会舆论环境;发挥政府在老年人才资源开发中的导向作用,对老年人才资源进行科学管理;增强市场对老年人才资源开发的主导功能,从而实现老年人才资源开发的市场、产业化;继续提高老年人自身素质,以更积极的姿态参与社会,实现自身的价值。
[Abstract]:With the rapid development of our economy, our country is facing the serious shortage of the reserve of senior talents. At the same time, with the improvement of people's living standard, the life expectancy of the population continues to increase, and a large number of retired elderly people are left idle. However, many elderly talent resources hope to obtain economic rewards through re-employment after retirement, so as to realize their own value. This has resulted in a great waste of talent resources. Especially, the more highly educated people are, the shorter their ability release period will be. The shorter the time to reflect one's own value. Therefore, how to fully develop the talent resources of the elderly has become an urgent focus, which plays an important role in alleviating the contradiction of talent shortage, actively coping with the aging of the population, implementing scientific development and building a harmonious society. Our country has made some achievements in the development of the aged human resources, but the existing problems can not be ignored: the development of the geriatric talent resources is not balanced, the mechanism of the talent market is not perfect; Lack of unified organizational leadership in the development of talent resources for the elderly. The reasons for these problems are lacking in many aspects: the government pays more attention to "foster" than to develop; the society does not estimate the stock and value of talent resources for the elderly; the old people's own thoughts are deeply influenced by the planned economic system, and so on. In view of these factors which hinder the development of our country's geriatric talent resources, this paper draws lessons from some successful experiences of foreign countries, and puts forward some concrete countermeasures for the development of geriatric talents resources, which mainly include strengthening propaganda and education, breaking all kinds of mistaken ideas. To create a good social public opinion environment for the development of geriatric talent resources, to give play to the guiding role of the government in the development of geriatric talent resources, to carry out scientific management of geriatric talent resources, to enhance the dominant function of the market in the development of geriatric talents resources, In order to realize the market and industrialization of the development of talent resources for the elderly, to continue to improve the quality of the elderly, to participate in the society more actively, and to realize their own value.
