略论罗马公民权问题

【摘要】：公民权是为公民所拥有的,为政府所保障的合法权利。公民权是古代社会的一项重要问题,它联系着个人和国家,它涉及到本国公民和外国公民。公民权涉及的内容多,牵涉的范围广,因此具有研究的的价值和意义。古代罗马社会也不例外,如获得公民权就可以得到司法上的保护,可以在社会经济生活中得到实惠,可以参加国家政务。罗马公民权从诞生之日起就一直在扩展,从拉丁姆扩展到整个意大利,再扩展到整个帝国。罗马公民权的特点也十分突出,罗马公民权有很多家和宗族的成份,罗马人有相对开放的公民权意识,罗马对公民权也有较为严格的管理制度等。罗马的公民权政策在历史上发挥了很重要的作用,如推动罗马从氏族、城邦走向帝国,公民权在维护国家的统治,促进社会融合中也发挥了不小的作用。本文以古代罗马的公民权为主要研究对象,分别探究了公民权的内涵,简述了公民权扩展的过程,总结了罗马公民权的特点,论述了公民权在罗马历史上发挥的作用。
[Abstract]:Citizenship is a legal right owned by citizens and guaranteed by the government. Citizenship is an important issue in ancient society, it relates to individuals and countries, it involves both national and foreign citizens. Citizenship involves a wide range of contents, so it has the value and significance of research. Ancient Roman society is no exception, such as civil rights can be protected by the judiciary, can benefit from social and economic life, can participate in state affairs. Roman citizenship expanded from the day of its birth, from Latin to the whole of Italy, to the whole empire. The characteristics of Roman citizenship are also very prominent, Roman citizenship has a lot of family and clan elements, Romans have a relatively open sense of citizenship, Rome also has a more strict civil rights management system and so on. Roman citizenship policy played a very important role in the history, such as promoting Rome from clan, city-state to empire, citizenship also played a significant role in maintaining the rule of the country and promoting social integration. This paper takes the ancient Roman citizenship as the main research object, explores the connotation of citizenship, briefly describes the process of the expansion of citizenship, summarizes the characteristics of Roman citizenship, and discusses the role of citizenship in the history of Rome.
