冷战后澳大利亚联邦工党政府多元文化政策评析

【摘要】：2007年至今，澳大利亚工党再度连续执政，联邦政府颁布了新的多元文化政策——《澳大利亚人》，该政策将多元文化视为澳大利亚的国家属性。政府积极推行多种移民服务项目，开展多种社会整合活动，制定反种族主义战略和反歧视法规来加强澳大利亚的文化多样性特征，，这可以看做是1989年多元文化政策被确立为澳大利亚国策之后，多元文化政策发展的新阶段。本文将运用文献研究法、理论与实证相结合的方法，对冷战后三届联邦工党政府的多元文化政策内容与实践展开论述。文章除去引言和结语，共分三部分。第一部分介绍冷战后联邦工党政府调整多元文化政策的背景，阐述政策发展和政策调整的内容；第二部分论述21世纪以来澳大利亚联邦工党政府的多元文化政策，包括政策内涵、机构重组和项目执行；第三部分，评价分析冷战后澳大利亚联邦工党政府的多元文化政策特点、意义与面临的挑战。多元文化政策比较妥善地解决澳大利亚社会的民族关系、个体和群体的文化身份、机会平等以及公民权利等一些社会基本问题。多元文化政策对他国处理同类事务而言，具有一定的参考价值。
[Abstract]:Since 2007, the Australian Labor Party has been in power again, and the federal government has promulgated a new multicultural policy, "the Australians", which regards multiculturalism as Australia's national identity. The Government is actively pursuing a wide range of immigration services, social integration activities, anti-racism strategies and anti-discrimination legislation to strengthen Australia's cultural diversity identity. This can be seen as a new stage in the development of multiculturalism policy after its establishment as Australia's national policy in 1989. This paper discusses the content and practice of the multiculturalism policy of the three federal Labor governments after the Cold War by using the method of literature research, theory and demonstration. Apart from the introduction and conclusion, the article is divided into three parts. The first part introduces the background of the adjustment of multicultural policy by the Federal Labour Government after the Cold War, and expounds the contents of the policy development and policy adjustment. The second part discusses the multicultural policy of the Australian Federal Labour Government since the 21st century. It includes policy connotation, institutional reorganization and project implementation. The third part analyzes the characteristics, significance and challenges of the multicultural policy of the Australian Federal Labour Government after the Cold War. The policy of multiculturalism has solved some basic problems of Australian society, such as ethnic relations, cultural identity of individuals and groups, equality of opportunity and civil rights, etc. The policy of multiculturalism has certain reference value for other countries to deal with the same kind of affairs.
