评析1965年美国的“双M”医疗保险计划

【摘要】：摘要：1965年出台的“双M”医疗保险计划——医疗照顾计划（Medicare）与医疗援助计划（Medicaid），是迄今为止美国最大的公共医疗保险计划。本文首先从20世纪30年代开始，对“双M”医疗保险计划产生之前，美国的医疗保险体系发展概况进行了回顾。在此基础上，，重点分析20世纪60年代促成“双M”医疗保险计划出台的历史条件，并介绍“双M”计划的主要内容。最后，分析评价“双M”计划对公民健康公平和医疗保险市场产生的积极影响，以及在费用控制和实施环节中出现的问题。本文通过对“双M”医疗保险计划的评析，加深了对美国公共医疗保险制度与时俱进、自我完善的特征的理解。以期能为当前我国深化医疗制度改革借鉴美国的改革经验，拓宽改革思路提供参考。
[Abstract]:Abstract: the "double M" Medical Insurance Plan (Medicare) and the Medical Assistance Program (Medicaid), which was introduced in 1965, is the largest public health insurance plan in the United States. Starting from the 1930s, this paper reviews the development of the American medical insurance system before the birth of the "double M" medical insurance plan. On the basis of this, the paper analyzes the historical conditions of the "double M" medical insurance plan in the 1960s, and introduces the main contents of the "double M" plan. Finally, this paper analyzes and evaluates the positive impact of "double M" plan on citizen health equity and medical insurance market, as well as the problems in the process of cost control and implementation. Based on the analysis of the "double M" medical insurance plan, this paper makes a deeper understanding of the characteristics of the American public health insurance system that keeps pace with the times and improves itself. The aim is to provide reference for our country to deepen the reform of medical system and draw lessons from the reform experience of the United States and broaden the train of thought of reform.
