朝鲜核问题升级与中国的应对

【摘要】：朝鲜核问题一直是国际社会的热点话题,随着朝鲜核问题的升级,中国如何进行应对成为举世关注的话题。为了成为地区性大国,摆脱美国等资本主义国家的威胁,朝鲜致力于开发核武器,但是朝鲜的拥核行为明显是公然挑衅禁止核扩散的协议,这对于世界和平来说是一种极大的威胁,这注定朝鲜核建设在世界范围内不被认可,孤立无援。中国政府一再声明不支持朝鲜进行核扩散试验,若是朝鲜坚持一意孤行,中国必然会采取相应的措施。值得思考的是随着朝鲜核问题的升级,美韩等国已经表现出极大地不满,中国做出何种选择,这是必须深思的问题。由于冷战后朝鲜地缘政治环境发生了变化,中俄两国对朝鲜的态度也悄然改变,随着美国对朝鲜施加的压力不断增强,且朝鲜面临着国内能源短缺的情况,为此朝鲜启动了核计划。在政治领域,朝鲜开发核武器会造成中国周边环境不稳定,对中国在国际政治舞台上的形象带来负面影响;在安全领域,朝鲜开发核武器将会引发地区间核军备竞赛会,导致美韩进行军事介入;在经济领域,朝核问题会对中朝贸易往来和东北亚地区经济合作产生阻碍作用,影响到中国"一带一路"战略的实施。2016年9月,朝鲜进行了第五次核试验,向国际社会展现了自己拥核的决心,周边各国纷纷表示震惊和谴责。可以预见,朝鲜对中朝关系发展受阻和地区局势恶化做好了准备,将会坚持"经济与核武"并行的战略。面对这一情况,中国应当始终坚持和平的半岛政策,积极参与联合国制裁,酌情考虑朝鲜民生,在六方会谈框架下解决朝核问题,引导朝鲜加入地区合作机制。
