海南省侨资企业创业制度环境满意度评价研究

【摘要】：近年来,随着我国对外开放程度的不断加深和市场经济的不断推进,尤其是在国家"一带一路"战略背景下,越来越多的海外华人华侨、港澳台同胞选择回国创业。因此,为了吸引海外华商到本地区投资兴业,从而促进本地的经济发展,各级地方政府纷纷出台了一系列新的针对侨资企业的政策措施。当前,海南正处在全面建成小康社会和早日完成国际旅游岛建设目标攻坚克难的关键时期,吸引更多的资本和技术进入海南有利于这两大目标的早日实现。海南作为我国的著名侨乡,且临近东南亚,为此发挥地缘、血缘和文化优势,吸引更多的华人、华侨来海南创办企业无疑对海南创业活动和经济发展都有重要的现实意义。然而,能否吸引侨资企业落户海南,还取决于海南的创业环境的优劣程度。国内外的研究提出,一个地方创业活动是否活跃,主要依赖于当地的创业环境。然而,当前学术界对海南创业环境的研究仍存在系统性不足,海外华人华商对海南的创业环境存在顾虑。基于此,本文试图通过对海南省的创业环境进行全方位研究评价,找出问题,旨在完善海南的创业环境提出改进措施,是本文的主要研究目的。本文在前人研究的基础上,决定采用Kostova提出的三因素国家制度模型来对海南省创业的制度环境进行研究,因为研究创业的制度环境比笼统的研究创业环境从而提出的建议更加具有操作性。与此同时,本文还将结合营销学中顾客满意度理论,并从中提取出区域形象、创业者预期两个一级指标来丰富海南省创业制度环境满意度评价指标体系,以期全面准确地反映出海南省创业制度环境满意度现状是本文的主要研究思路。本文以海南省侨资企业创业者为实证研究对象,深入海口、万宁、文昌等地的侨资企业对创业者进行问卷调查。整个调研期间一共回收80份有效问卷,在统计分析问卷数据的基础上,分别确定各个层级的指标权重,通过运用二级模糊综合评价法,计算出侨资企业创业者对海南省创业制度环境的满意度分值。研究结果表明,侨资企业创业者对海南省创业制度环境基本满意,但满意度较低。在5个一级指标中,得分最高的是创业者预期,其次分别为区域形象、认知维度、规制维度和规范维度。此外,本文还专门计算出了规制、认知和规范维度的二级指标的相对满意度分值,并就其进行了深入的分析,找出了海南省创业制度环境的薄弱环节,并针对这不足之处提出了有针对性的建议措施。
[Abstract]:In recent years, with the deepening of China's opening to the outside world and the continuous promotion of the market economy, especially in the context of the country's "Belt and Road" strategy, more and more overseas Chinese and compatriots from Hong Kong, Macao and Taiwan have chosen to return to China to start their own businesses. In order to attract overseas Chinese businessmen to invest in the region and to promote local economic development, local governments at all levels have introduced a series of new policies and measures aimed at overseas Chinese enterprises. At present, Hainan is in a critical period of building a well-to-do society in an all-round way and completing the goal of building an international tourist island at an early date. Attracting more capital and technology to Hainan is conducive to the early realization of these two goals. Hainan is a famous hometown of overseas Chinese in China. And it is close to Southeast Asia, thus exerting its geographical, consanguineous and cultural advantages to attract more Chinese. There is no doubt that overseas Chinese coming to Hainan to set up enterprises have important practical significance for Hainan's entrepreneurial activities and economic development. Whether or not to attract overseas Chinese enterprises to settle in Hainan also depends on the level of the entrepreneurial environment in Hainan. Studies at home and abroad suggest that whether a local entrepreneurial activity is active or not depends mainly on the local entrepreneurial environment. The current academic research on Hainan's entrepreneurial environment is still systematic, and overseas Chinese Chinese businessmen have concerns about Hainan's entrepreneurial environment. Based on this, this paper attempts to find out the problems by conducting a comprehensive study and evaluation of Hainan's entrepreneurial environment. The aim of this paper is to improve the entrepreneurial environment in Hainan, which is the main purpose of this paper. On the basis of previous studies, this paper decides to adopt the three-factor national institutional model proposed by Kostova to study the institutional environment of entrepreneurship in Hainan Province. Because the institutional environment of entrepreneurship research is more operable than the general research on entrepreneurial environment. At the same time, this paper will combine with the theory of customer satisfaction in marketing, and extract the regional image from it. Entrepreneurs expect two first-level indicators to enrich the evaluation index system of environmental satisfaction in Hainan's entrepreneurship system. In order to comprehensively and accurately reflect the current situation of environmental satisfaction of Hainan entrepreneurial system is the main research ideas of this paper. This paper takes the entrepreneurs of Hainan Province overseas Chinese enterprises as the empirical research object, goes deep into Haikou, Wan Ning, Overseas Chinese enterprises in Wenchang and other places conducted a questionnaire survey on entrepreneurs. 80 valid questionnaires were collected during the whole investigation period. Based on the statistical analysis of questionnaire data, the index weights of each level were determined respectively. By using the two-level fuzzy comprehensive evaluation method, the satisfaction score of entrepreneurs in overseas Chinese enterprises to the entrepreneurial system environment in Hainan Province is calculated. The results show that the entrepreneurs of overseas Chinese enterprises are basically satisfied with the entrepreneurial system environment in Hainan Province. But the satisfaction degree is low. Among the five first-level indexes, entrepreneurs' expectation is the highest, followed by regional image, cognitive dimension, regulatory dimension and normative dimension. In addition, this paper also calculates the regulation. This paper analyzes the relative satisfaction score of the secondary index of cognition and norm, finds out the weak link of the entrepreneurial system environment in Hainan Province, and puts forward some suggestions for this deficiency.
