文化视角下冷战后俄罗斯的巴尔干政策

【摘要】:20世纪末巴尔干发生的诸多事件和北约发动的对塞尔维亚的战争使世界历史翻开了新的一页。历史上发生在巴尔干地区的大国利益碰撞和不同文化文明的冲突,使政治家们称呼这个地区为“火药桶”。可以说,巴尔干是大国斗争的舞台。“冷战”后的短暂时期已经结束,新的时期开始了,然而随着欧盟和北约的东扩,中国倡议的共建“一带一路”进入这个地区,巴尔干半岛的未来形势会是怎样还很难说。在巴尔干地区,俄罗斯的作用不可忽视。巴尔干国家的历史上,俄罗斯的影响随处可见,俄罗斯和巴尔干国家之间有着紧密而深刻的历史、文化联系。与巴尔干国家的关系也历来在俄罗斯的外交政策中占据着重要位置。俄罗斯外交政策不仅关注地缘战略的问题,而且关注实现特定的文化使命——保护“斯拉夫兄弟民族”。苏联解体后,俄罗斯一度失去在巴尔干地区的声望,随着国际局势的变化,俄罗斯正积极调整对外政策,力求重返巴尔干。许多具体科学,如考古学和民族学、历史和社会学、艺术、宗教等都会研究文化现象。对国际关系学来说,文化也是一个热门的研究对象。20世纪70-90年代标志着“文化的转向”。在国际关系理论中,特别是在对外政策领域,人们越来越关注文化的作用和地位。任何一个国家的对外政策都和自己的文化特点息息相关,文化长期影响着一国外交政策的出台,也影响其外交风格和外交方式。在这个意义上,从文化视角分析俄罗斯的巴尔干政策,不仅对国际关系学的文化理论研究,还是对俄罗斯文化和俄罗斯外交政策研究都有着重要的意义。论文由前言、正文四章、结语和参考文献目录组成,主要研究了俄罗斯在巴尔干半岛的对外政策问题,尤其关注冷战后俄罗斯与巴尔干各国关系的变化、发展。从叶利钦到普京,俄罗斯的外交政策发生了许多重大变化,为了找到这些变化的原因,论文中分析了俄罗斯的地理自然环境、地缘政治条件、历史经验和社会哲学思潮等文化因素,揭示了文化因素对俄罗斯巴尔干政策的影响。
[Abstract]:Events in the Balkans at the end of the 20th century and the NATO war against Serbia opened a new page in world history.The conflicts between the interests of the great powers and the clash of different cultures in the Balkans make politicians call the region a "powder keg".It can be said that the Balkans are the stage of great power struggle.The short period after the Cold War has ended and a new period has begun. However, with the eastward expansion of the European Union and NATO and the entry into the region of Belt and Road, the co-construction of China's initiative, it is difficult to say how the future situation of the Balkans will be.In the Balkans, Russia's role cannot be ignored.In the history of Balkan countries, the influence of Russia can be seen everywhere. There are close and profound historical and cultural ties between Russia and Balkan countries.Relations with Balkan countries have traditionally played an important role in Russia's foreign policy.Russia's foreign policy focuses not only on geostrategic issues, but also on the realization of a specific cultural mission-to protect the "Slavic Brotherhood".After the disintegration of the Soviet Union, Russia once lost its prestige in the Balkans. With the change of the international situation, Russia is actively adjusting its foreign policy and striving to return to the Balkans.Many specific sciences, such as archaeology and ethnology, history and sociology, art, religion and so on will study cultural phenomena.For international relations, culture is also a hot research object.In the theory of international relations, especially in the field of foreign policy, people pay more and more attention to the role and status of culture.Any country's foreign policy is closely related to its own cultural characteristics. Culture has a long-term impact on the appearance of a country's foreign policy, as well as its diplomatic style and mode.In this sense, the analysis of Russia's Balkan policy from a cultural perspective is of great significance not only to the study of cultural theory in international relations, but also to the study of Russian culture and Russian foreign policy.This paper is composed of preface, four chapters, conclusion and bibliography. It mainly studies the foreign policy of Russia in the Balkans, especially pays attention to the change and development of the relations between Russia and Balkan countries after the Cold War.From Yeltsin to Putin, many major changes have taken place in Russia's foreign policy. In order to find out the reasons for these changes, the paper analyzes Russia's geographical natural environment and geopolitical conditions.Cultural factors, such as historical experience and social philosophical thoughts, reveal the influence of cultural factors on Russia's Balkan policy.
