“一带一路”背景下来华留学教育新使命

【摘要】："一带一路"建设为来华留学教育发展带来了新契机,同时赋予来华留学教育新的历史使命。当前,我国来华留学教育在规模、学历结构和奖学金生等方面都取得了长足的发展,与"一带一路"沿线国家经贸往来日益密切、多样化的人才需求、国家政策的全力支持为来华留学教育提供了新机遇,同时也面临着来华留学规模尚需扩大、结构亟需优化、资助力度有待加大、人才培养与"五通"建设需求尚未有效对接等方面的挑战。对此,应从国家和高校两个层面履行"一带一路"赋予来华留学教育的新使命。国家层面应深入摸底调查,增强来华留学教育针对性;加强顶层设计,面向沿线国家需求统筹谋划;进一步提高奖学金额度,吸引优质生源;着力培育"一带一路"民心相通的使者。高校层面要加大宣传力度,扩大沿线国家来华留学生规模;面向"一带一路"建设,优化学科专业结构;立足"五通"建设需求,多样化培养人才;全面提升来华留学质量,助力"双一流"建设。
[Abstract]:The construction of Belt and Road brings a new opportunity for the development of the education of studying abroad in China, and at the same time endows it with a new historical mission. At present, China's education to study in China has made considerable progress in terms of its scale, educational background structure and scholarship students, and its economic and trade ties with countries along the route of "Belt and Road" are becoming closer and closer, with diversified talent needs. The full support of the national policy provides a new opportunity for studying abroad education in China. At the same time, it faces the need to expand the scale of studying abroad in China, the structure needs to be optimized, and the funding needs to be increased. Talent training and "five links" construction needs have not yet effectively connected with the challenges. Therefore, it is necessary to fulfill the new mission entrusted by Belt and Road to study abroad in China from the two levels of state and university. At the national level, we should make a thorough investigation to enhance the pertinence of studying abroad education in China, strengthen the top-level design, plan as a whole for the needs of the countries along the line, further increase the amount of scholarships and attract high quality students. Strive to cultivate "Belt and Road" the people's hearts of the emissary. Colleges and universities should step up publicity efforts to expand the scale of foreign students from countries along the route, optimize the structure of disciplines and specialties in the construction of "Belt and Road", diversify the training of talents based on the needs of the "five links" construction, and comprehensively improve the quality of studying abroad in China.
