绿色丝绸之路经济带建设在中亚的实践与政策探析

【摘要】：中国政府在提出"共同建设丝绸之路经济带"倡议的同时,特别强调了环境建设的主导作用。将丝绸之路经济带建设与中亚的环境建设融于一体,共建绿色大陆桥,打造中国—中亚命运共同体,持久支持丝绸之路经济带的绿色发展,是我国"一带一路"建设的重要内涵和目标。咸海危机是共建绿色丝绸之路经济带在中亚遇到的最大环境问题,其主要产生根源是20世纪中叶中亚地区的粗放式农业开发。反思这一段历史的教训,以中亚农业现代化来带动咸海治理为切入点,深化丝绸之路经济带建设,这将从根本上改善中亚的生态环境,使其得天独厚的耕地资源和新能源资源优势得以充分发挥,为丝绸之路经济带增添粮食通道和新能源通道功能。
[Abstract]:The Chinese government has put forward the initiative of "building the Silk Road Economic Belt together", and has especially emphasized the leading role of environmental construction. Integrating the construction of the Silk Road economic belt with the environmental construction of Central Asia, building a green land bridge, building a common destiny community between China and Central Asia, and sustaining the green development of the Silk Road economic belt. Is our country "Belt and Road" the important connotation and the goal of the construction. The Aral Sea crisis is the biggest environmental problem in Central Asia when the Green Silk Road Economic Belt was built together. Its main origin is extensive agricultural development in Central Asia in the middle of 20th century. Reflecting on the lessons of this period of history, taking the modernization of agriculture in Central Asia as a starting point to drive the management of the Aral Sea and deepening the construction of the Silk Road economic belt, this will fundamentally improve the ecological environment in Central Asia. The advantages of cultivated land and new energy resources can be brought into full play, and the functions of grain channel and new energy channel will be added to the Silk Road economic belt.
