《联合早报》对“一带一路”战略的观察

【摘要】：“一带一路”是十八大之后中国共产党治国理政的重大战略。从近年来海外媒体对中国“一带一路”的解读当中,可以发现有正面认识,质疑和误解也不乏存在。而《联合早报》作为海外媒体的代表之一,它们对“一带一路”的解读与态度,可以让我们更好的了解海外华文媒体对此政策的反响,并据此提出相应的改善政策,从而为扩大“一带一路”战略的积极影响力,提高中国在国际上的大国形象提供重要的、基础性的参考价值。全文分为五个部分,第一部分阐述“一带一路”战略的提出和《联合早报》的关注,在理清“一带一路”的理论来源和基本内涵的基础上,分析《联合早报》关注“一带一路”的原因与趋势。第二到第四部分分别梳理《联合早报》对“一带一路”的原因、内容和影响的观察,他们认为中国实行“一带一路”的原因,一是贯彻“走出去”发展战略,二是构建“人类命运共同体”,三是挑战现有国际秩序;他们关注“一带一路”建设的内容,主要可以分为开放性的经济发展战略、多方位的政治外交关系和源远流长的文化历史交流等方面;他们分析“一带一路”的影响,尽管其中也有一些杂音,但总体认为“一带一路”战略推动了中国经济的对外合作水平,为沿线国家提供了商机,也有利于构建良好的周边外交环境。最后,总结《联合早报》对“一带一路”战略的负面乃至于误读的观察,如“新朝贡论”、“新殖民主义”、地缘政治工具等,这些论点本质上是近百年以来的中国威胁论的翻版。因此,观察与分析这些海外观点,对充实“一带一路”理论库的学术资源具有重要意义,对我们认识新时期马克思主义中国化理论成果的海外反响,对于赢得马克思主义中国化最新理论成果的海外认同具有重大理论意义,对于今后更好贯彻落实以及在沿线国家实施“一带一路”战略也有现实启示。
[Abstract]:Belt and Road "is the important strategy of the Communist Party of China (CPC) after the 18th National Congress." From the interpretation of Belt and Road by overseas media in recent years, it can be found that there are some positive views, doubts and misunderstandings. As one of the representatives of overseas media, Lianhe Zaobao's interpretation and attitude towards "Belt and Road" can help us better understand the response of overseas Chinese media to this policy and propose corresponding improvement policies accordingly. Thus, it provides important and basic reference value for expanding the positive influence of Belt and Road's strategy and improving China's image as a big country in the world. The paper is divided into five parts. The first part expounds the strategy of Belt and Road and the concern of Lianhe Zaobao, on the basis of clarifying the theoretical sources and basic connotations of "Belt and Road". Analyze the cause and trend of "Belt and Road" concerned by Lianhe Zaobao. The second to the fourth parts respectively comb the "Lianhe Zaobao"'s observation of the causes, contents and effects of "Belt and Road". They believe that the reasons for China's implementation of "Belt and Road" are, first, the implementation of the "going out" development strategy. The second is to build a "community of human destiny", and the third is to challenge the existing international order. They are concerned about the content of the construction of "Belt and Road", which can be divided into an open economic development strategy. They analyzed the influence of "Belt and Road", although there were also some murmur among them, in many aspects of political and diplomatic relations and cultural and historical exchanges with a long history. However, it is generally believed that Belt and Road's strategy has promoted the level of China's foreign cooperation, provided business opportunities for the countries along the route, and helped to build a good peripheral diplomatic environment. Finally, it summarizes the negative and even misreading observations made by Lianhe Zaobao on Belt and Road's strategy, such as "New tributary Theory", "Neo-colonialism", geopolitical tools, etc. These arguments are essentially a replica of the China threat theory in the last hundred years. Therefore, the observation and analysis of these overseas viewpoints is of great significance to enrich the academic resources of Belt and Road's theoretical library, and to our understanding of the overseas repercussions of the Sinicization of Marxism in the new era. It is of great theoretical significance to win the overseas recognition of the latest theoretical achievements of Marxism in China, and also has practical implications for better implementation in the future and the implementation of "Belt and Road" strategy in the countries along the route.
