PPP模式在“一带一路”基础设施投资中的应用分析

【摘要】：“一带一路”的战略构想,即“丝绸之路经济带”和“21世纪海上丝绸之路”融合,是多元化的区域性合作框架,是在2013年9月,由习近平总书记提出的。基础设施是“一带一路”发展的必要先行环节。“一带一路”沿线国家基础设施建设大多较为落后,互联互通能力较差,尤其在一些国家自身的发展本身就遇到“融资瓶颈”的情况下,面临着巨大的融资需求。PPP-公私协作融资模式作为新型的项目融资模式,可以将私营部门和政府的资金、运作经验和优势等结合起来,即将政府、私人投资者和金融机构的优势结合起来,可以作为“一带一路”基础设施项目的融资模式,既能够有效帮组东道主国家抓住“一带一路”的发展机遇,又能为私营部门创造参与“一带一路”建设和发展的机遇,因此,是“一带一路”基础设施建设所适用的融资模式。然而,鉴于“一带一路”基础设施项目的复杂性、多层次性和跨区域型,单一的PPP模应用必然无法满足全部的项目需求。因此,笔者结合“一带一路”当前基础设施建设的融资的特点,探索研究了适合其的BOT-BT-TOT集成融资模式。本论文结构上共有五个部分。第一部分为引言。引言中对选题的背景、意义进行了分析,对已有相关文献进行了综述,并描述了本文的研究方法和创新点。第二部分主要是PPP模式及“一带一路”基础设施的概述,具体阐述了了PPP模式的定义以及特征和分类、“一带一路”及其基础设施建设的内涵、概况和融资特点。第三部分是对于PPP模式在“一带一路”基础设施建设中的适用性分析。第四部分是本文的重点,主要是结合“一带一路”当前基础设施建设的融资的特点,探索研究了适合其的BOT-BT-TOT集成融资模式。第五部分是论文的总结。
[Abstract]:The strategic concept of "Belt and Road", which combines the "Silk Road Economic Belt" and the "21st Century Maritime Silk Road", is a pluralistic regional cooperation framework proposed by General Secretary Xi Jinping in September 2013. Infrastructure is a necessary first step in the development of Belt and Road. Most of the infrastructure construction along the "Belt and Road" route is relatively backward and the connectivity capacity is poor, especially if some countries themselves encounter "financing bottlenecks" in their own development. Faced with huge financing needs. PPP- as a new type of project financing model, the public-private partnership financing model can combine private sector and government funds, operational experience and advantages, that is, the government, The combination of the advantages of private investors and financial institutions can serve as a financing model for "Belt and Road" infrastructure projects, which can effectively help host countries seize the development opportunities of "Belt and Road". It can also create opportunities for the private sector to participate in the construction and development of "Belt and Road", so it is a suitable financing model for "Belt and Road" infrastructure construction. However, in view of the complexity of "Belt and Road" infrastructure projects, multi-level and cross-regional type, a single application of Belt and Road model can not meet the needs of all projects. Therefore, based on the characteristics of the current infrastructure financing of "Belt and Road", the author explores and studies the BOT-BT-TOT integrated financing model which is suitable for "Belt and Road". There are five parts in the structure of this thesis. The first part is the introduction. In the introduction, the background and significance of the topic are analyzed, and the related literatures are summarized, and the research methods and innovations of this paper are described. The second part is an overview of PPP model and "Belt and Road" infrastructure, including the definition, characteristics and classification of PPP model, the connotation, general situation and financing characteristics of "Belt and Road" and its infrastructure construction. The third part is the applicability analysis of Belt and Road model in infrastructure construction. The fourth part is the focal point of this paper, which mainly studies the BOT-BT-TOT integrated financing mode which is suitable for "Belt and Road" in the light of the characteristics of the current infrastructure financing. The fifth part is the summary of the thesis.
