中国出口信用保险政策效应及其地区差异性研究

【摘要】：WTO的《补贴与反补贴措施协议》原则上允许各国政府运用官方促进的出口信用保险,由此出口信用保险成为国际上通行的促进出口贸易的有力手段。本文以国际贸易要素禀赋理论为基础,运用2002年至2014年中国30个省市自治区的面板数据,就出口信用保险规模和出口信用保险发展不平衡对出口贸易的影响进行实证研究。研究显示,我国出口信用保险对扩大出口贸易规模具有促进作用,而出口信用保险发展不平衡则对出口贸易规模具有抑制作用;出口信用保险的政策效应存在地区差异,东部地区相对于中西部而言出口信用保险对出口规模的促进效应更大,而中西部地区的出口信用保险对出口贸易规模的抑制作用更显著。因此,完善我国出口信用保险功能,制定差异化的出口信用保险政策,对我国"一带一路"战略的推进具有重大的现实意义。
[Abstract]:In principle, the Agreement on subsidies and countervailing measures of WTO allows governments to use export credit insurance promoted by the government, so export credit insurance has become a powerful means to promote export trade in the world. Based on the theory of factor endowment of international trade and using the panel data of 30 provinces and municipalities in China from 2002 to 2014, this paper makes an empirical study on the impact of the scale of export credit insurance and the unbalanced development of export credit insurance on export trade. The research shows that China's export credit insurance can promote the scale of export trade, while the unbalanced development of export credit insurance can restrain the scale of export trade, and the policy effect of export credit insurance is different in different regions. Compared with the central and western regions, the export credit insurance in the eastern region has a greater effect on the export scale, while the export credit insurance in the central and western regions has a more significant inhibitory effect on the scale of export trade. Therefore, it is of great practical significance to improve the function of China's export credit insurance and formulate the differentiated export credit insurance policy for the promotion of "Belt and Road" strategy in China.
