中外政府间协议框架下国际科技项目合作网络研究

【摘要】:以国家科技报告服务系统中国际科技合作与交流专项成果报告的内容和数据为基础,运用社会网络分析方法对双多边政府间科技合作协议框架下中外方机构间开展科技项目合作产生的合作网络结构和合作关系进行了定量分析。研究了合作关系类型、各国同中国合作的相对定位。对合作网络总体情况和具有代表性的中美、中欧、中国同金砖国家以及中国同"一带一路"国家合作子网进行了分析,评估了整体网络结构态势,析出了整体网络和各子网的关键合作机构节点。研究发现:双多边政府间科技合作协议框架下项目合作是一种互利共赢的合作方式;合作规模和层次同合作伙伴国的经济发展水平和整体创新能力正相关;中美、中欧合作关系紧密,但同金砖国家、"一带一路"国家合作仍有拓展空间;科技人员交流和合作研究是科技合作的主要类型;综合性高校和科研院所在政府间合作中优势明显。
[Abstract]:Based on the content and data of the report on the results of international scientific and technological cooperation and exchange in the national science and technology reporting service system, Using the method of social network analysis, this paper makes a quantitative analysis of the cooperative network structure and cooperative relationship between Chinese and foreign institutions under the framework of bilateral and multilateral agreements on scientific and technological cooperation. This paper studies the type of cooperative relationship and the relative orientation of cooperation between various countries and China. The general situation of the cooperative network and the representative cooperation subnets between China and the United States, Central Europe, China and the BRICS countries, and China and Belt and Road countries are analyzed, and the overall network structure situation is evaluated. The key cooperative organization nodes of the whole network and each subnet are separated out. It is found that project cooperation under the framework of bilateral and multilateral agreements on cooperation in science and technology is a mutually beneficial and win-win way of cooperation; the scale and level of cooperation are positively related to the level of economic development and overall innovation capacity of the partner countries; China and the United States, China-EU cooperation is close, but with BRICS countries, "Belt and Road" countries still have room to expand their cooperation; exchange of scientific and technological personnel and cooperative research are the main types of scientific and technological cooperation; comprehensive universities and scientific research institutes have obvious advantages in intergovernmental cooperation.
