“一带一路”绿色投融资机制构建探讨

【摘要】："一带一路"倡议的实施,核心任务是做好政策沟通、设施联通、贸易畅通、资金融通、民心相通的"五通"工作。绿色投融资机制建设能有效连接资金运作、项目建设和环境保护,从而支持"五通"任务的完成。建立"一带一路"绿色投融资机制,需要广泛借鉴已有的绿色投融资理论和实践经验。本文简要梳理了绿色投融资理论的发展,总结了其在行为主体、关注内容以及目标效果三方面的作用。同时,对国际上绿色投融资机制的基本要素及形成的工具或做法进行了分析。基于上述研究,在政策指导、技术标准、机构设置、资金保障等方面对构建"一带一路"绿色投融资机制提出了建议。
[Abstract]:The core task of the implementation of Belt and Road's initiative is to do a good job of policy communication, facilities connectivity, smooth trade, financing, and popular support for the "five links." The construction of green investment and financing mechanism can effectively link fund operation, project construction and environmental protection, so as to support the completion of the mission of "five links". The establishment of "Belt and Road" green investment and financing mechanism requires extensive reference to the existing green investment and financing theory and practical experience. This paper briefly reviews the development of green investment and financing theory and summarizes its roles in three aspects: behavior subject, concerned content and goal effect. At the same time, the basic elements of international green investment and financing mechanism and the formation of tools or practices are analyzed. Based on the above research, the paper puts forward some suggestions on the construction of "Belt and Road" green investment and financing mechanism in the aspects of policy guidance, technical standard, institutional setting, fund guarantee and so on.
