我国海洋经济发展的新特征及政策取向

【摘要】：我国经济发展向新常态过渡,海洋经济发展面临复杂的国际形势和难得的战略机遇,并呈现以下特征和趋势:海洋经济向中高速转换;海洋经济结构由工业主导型向服务主导型转变;海洋战略性新兴产业发展快速起步;海洋工程装备制造业深度调整并缓慢复苏;深海油气勘探开发成为海洋油气发展新空间;海洋生态文明建设成为海洋经济发展新领域。为此,海洋经济发展应采取以下对策:深化体制机制改革,保持海洋经济稳步增长;加强政府政策扶持,积极培育海洋经济新增长点;实施生态修复工程,加快转变海洋发展方式;实施创新驱动战略,优化海洋经济空间格局;加强公共服务建设,促进海洋资源供需匹配;依托"一带一路"战略,加快海洋产业走出去的步伐。
[Abstract]:The economic development of our country is in transition to the new normal. The development of marine economy is faced with complex international situation and rare strategic opportunity, and it presents the following characteristics and trends: the high speed transition of marine economy to the middle and high speed; The structure of marine economy has changed from industry-oriented to service-oriented; the development of new marine strategic industries has started rapidly; the depth of marine engineering equipment manufacturing industry has been adjusted and slowly revived; the exploration and development of deep-sea oil and gas has become a new space for the development of offshore oil and gas. The construction of marine ecological civilization has become a new field of marine economic development. Therefore, the following countermeasures should be adopted in the development of marine economy: deepening the reform of institutional mechanism, maintaining steady growth of marine economy, strengthening government policy support, actively cultivating new growth points of marine economy, and carrying out ecological restoration projects. Speed up the transformation of marine development; implement innovative driving strategy to optimize the spatial pattern of marine economy; strengthen the construction of public services to promote the matching of supply and demand of marine resources; rely on "Belt and Road" strategy, speed up the pace of marine industry going out.
