我国公共服务外包风险及防范研究
[Abstract]:Public service outsourcing means that the government produces the function of public service production by introducing competition mechanism to qualified social forces. Since 1980s, public service outsourcing has been widely used in western countries. Our country also started the practice of public service outsourcing in the 1990s. Especially since the third Plenary session of the 18th Central Committee of the Communist Party of China and the State Council specially set up the leading group of government purchasing services, the outsourcing of public services has been paid more attention. However, the lack of sufficient practical experience and theoretical basis of our country's service outsourcing leads to many potential risks in the process of public service outsourcing. After analyzing the causes of service outsourcing from the aspects of economic pressure, political thrust and international influence, this paper gives a brief description of the development of service outsourcing at home and abroad. Then the article is analyzed according to the order of risk identification, inducement analysis and risk aversion strategy. In the identification of public service outsourcing, the article starts from two angles. On the one hand, this paper analyzes the general risk of public service outsourcing from the three stages of decision-making, implementation and evaluation, that is, contract design risk and feasibility risk in decision-making stage, risk of out-of-control management and risk of trust in implementation phase. Evaluate the quality of service risk and trust risk in the phase. On the other hand, the paper analyzes the special risks of public service outsourcing under multiple backgrounds, including the risk of loss of government responsibility in the context of the transformation of government functions, the risk of public demand and lack of equity in the context of supply-side structural reform. Under the background of "Belt and Road" construction, the risk of low efficiency and political instability and the risk of information security under the background of information age. This paper analyzes the inducement of public service outsourcing risk from three aspects: value, institution and operation, and points out the inducing factors of the above risk in the process of public service outsourcing. And put forward the public service outsourcing risk prevention measures. That is to say, through optimizing the market environment, changing the administrative concept, improving the outsourcing level and perfecting the rules and regulations, the risk prevention measures of public service outsourcing are made. This paper is supported by some cases of public service outsourcing, and its innovation lies in the analysis of risk identification from a dynamic perspective, pointing out the risks of public service outsourcing in different environments. And can provide some enlightenment to our country public service outsourcing risk prevention.
