我国公务员行政人格塑造偏差与调适路径

【摘要】:塑造健全行政人格是提高政府行政能力,建设服务型政府的迫切需要。现实中,由于教育滞后、文化制导、制度缺失、角色冲突等诸多因素制约,我国公务员行政人格塑造中遭遇甚至盛行依附型、权力型、腐败型三大典型人格偏差。以道德品质培育为根本,以行政文化建构为依托,以自我行政调适为主导,以行政伦理立法与健全监督机制为保障,成为调适这种行政人格偏差、塑造适合中国市场经济社会发展的健全行政人格的根本路径。
[Abstract]:Shaping and perfecting administrative personality is an urgent need to improve the administrative ability of the government and build a service-oriented government. In reality, many factors are restricted by the lagging of education, cultural guidance, lack of system, role conflict and so on. There are three typical personality deviations in the shaping of the administrative personality of civil servants in China, which are attachment type, power type and corruption type, which are based on the cultivation of moral quality and the construction of administrative culture. Taking self-administration adjustment as the leading factor, taking the administrative ethics legislation and the perfect supervision mechanism as the guarantee, it becomes the fundamental path to adjust this kind of administrative personality deviation and to shape the sound administrative personality suitable for the development of the Chinese market economy society.
