政策制定中的风险规避问题研究

【摘要】：目前我国正处于社会转型的关键时期,政策制定作为公共政策的首要环节,具有重要的作用。一些不确定性因素使得政策制定过程可能存在风险,如何规避风险就是本文要论述的主要内容。本文先从政策制定与风险的关系入手,分析政策制定中风险的形成、表现和影响。接着对政策制定中风险规避的重要性和导致政策制定过程存在风险的不确定因素进行了分析,并在此基础上构建了政策制定风险规避体系。最后由理论转向现实,结合中国的改革现状,对当前改革方案制定中风险规避应注意的相关问题进行了讨论。
[Abstract]:At present, our country is in the critical period of social transformation. As the primary link of public policy, policy making plays an important role. How to avoid risk is the main content of this paper. This paper begins with the relationship between policy making and risk, and analyzes the formation of risk in policy making. Then it analyzes the importance of risk aversion in policy making and the uncertain factors that lead to the risk in the process of policy making, and on this basis constructs the risk aversion system of policy making. Finally, it turns from theory to reality. Based on the current situation of China's reform, this paper discusses some problems that should be paid attention to in the formulation of current reform plan.
