单一制与联邦制究竟有何区别

【摘要】：国内学界主流的看法认为,单一制与联邦制之间并无根本区别,只有形式上的差异,实行何种制度端赖一国之历史与传统等因素。此种看法是否站得住脚?历史上的政治理论家们如何看待这两种不同的制度安排?他们的论证给我们怎样的启示?对这些问题进行深入细致的探讨,无论在理论上还是在实践上都大有裨益。
[Abstract]:The mainstream view in domestic academic circles is that there is no fundamental difference between unitary system and federalism, only the difference in form, and which system should be implemented depends on the history and tradition of a country. Is this view tenable? How do historical political theorists view these two different institutional arrangements? How does their argument enlighten us? It is of great benefit both in theory and in practice to make a thorough and detailed discussion on these problems.
