制度与行为双向互动：新制度主义政治学的基本命题与论证逻辑

【摘要】：制度与行为双向互动关系分析是新制度主义政治学研究的基本命题，也是对传统制度主义政治学、行为主义政治学关于“制度或行为哪个因素在政治过程中更为关键”这一争论新的回应。传统制度主义政治学强调正式制度的作用，行为主义政治学阶段则关注个体行为在政治过程中发挥的作用。而新制度主义政治学则在前两个阶段的批判与反思基础上诞生，新制度主义政治学通过分析制度与行为的互动关系从而更为强调制度的作用。可见，，探究新制度主义政治学中制度与行为互动关系的分析需要从以下几个方面展开。首先是整理新制度主义政治制度与行为关系分析的理论渊源和整体特征。第二是分析新制度主义政治学制度与行为关系分析的具体内容，鉴于新制度主义政治学内部的复杂性，新制度主义政治学制度与行为关系分析没有形成完全一致的观点，在具体分析部分便以制度影响行为和行为影响制度两个维度展开，将各学派的相关观点纳入其中。第三是对新制度主义政治学制度与行为关系研究的反思，新制度主义政治学发展了制度与行为关系研究，具有理论贡献，同时也有不足之处，观点之间的冲突削弱了新制度主义政治学的整体解释力，但同时制度与行为关系分析也成为整合新制度主义政治学的一个契机，各学派之间已经展开了学习和交流，制度与行为关系研究在新制度主义政治学中仍将继续完善和发展。
[Abstract]:The analysis of the two-way interaction between institution and behavior is the basic proposition in the study of neo-institutionalism politics, and it is also an analysis of the traditional institutionalism politics. Behaviorist politics is a new response to the debate about which factors of institution or behavior are more critical in the political process. Traditional institutionalism emphasizes the role of formal institution, while behaviorism pays attention to the role of individual behavior in the political process. New institutionalism politics is born on the basis of criticism and reflection in the first two stages. New institutionalism politics emphasizes the function of institution by analyzing the interaction between institution and behavior. Therefore, the analysis of the interaction between institution and behavior in the politics of neo-institutionalism needs to be carried out from the following aspects. First of all, the theoretical origin and overall characteristics of the analysis of the relationship between the political system and the behavior of the new institutionalism are sorted out. The second is to analyze the concrete contents of the analysis of the relationship between the system and the behavior of the new institutionalism politics. In view of the complexity of the new institutionalism politics, the analysis of the relationship between the system and the behavior of the new institutionalism politics has not formed a completely consistent view. In the part of concrete analysis, it starts from the two dimensions of institutional influence behavior and behavioral influence institution, and brings the relevant views of each school into it. The third is the reflection on the study of the relationship between institution and behavior in the new institutionalism politics. The new institutionalism politics has developed the research on the relationship between institution and behavior, which has both theoretical contributions and shortcomings. The conflict between views weakens the overall explanatory power of the new institutionalism politics, but at the same time, the analysis of the relationship between institution and behavior also becomes an opportunity to integrate the new institutionalism politics. The study of the relationship between institution and behavior will continue to improve and develop in the new institutionalism politics.
