西西里远征:过度扩张的政治经济学

【摘要】:当下研究国家为何过度扩张的两类分析路径都不能解释一个经典案例:公元前415年雅典的西西里远征。因此,本研究结合现有两类分析路径,修改社会联盟理论模型,并制作广义推论。在该推论的帮助下,本研究发现,雅典的帝国政策影响作为帝国中心的城邦的公共财政,并对城邦内不同要素的所有者产生差异化的利得分配效应。伯罗奔尼撒战争爆发前,雅典帝国从和平政策中获得可观收入,形成敷益全体公民、尤其贴补劳动者的财政结构。战争第一阶段结束之后,帝国收入减少,但分配效应极化,劳动者从帝国的战争选项中获益更多,与一贯倾向于帝国扩张的港口商人群体形成新的社会联盟。帝国政策的和平选项无法立足,大规模军事远征西西里决策应运而出。其中劳动者受到公共财政结构演变影响而导致的对外政策偏好转变,是雅典帝国政策转向战争选项、从而决定远征西西里、进而重启大战的关键变量。面向古典学,本研究试图阐明雅典帝国主义的政治经济学机理,从制度角度解释古今作家对民主政体的批评。面向国际政治经济学,面向过度扩张的国内政治过程这一问题领域,本研究依据一项古老而重要的经验证据,有机结合现有两大类分析路径,为过度扩张的国内政治过程搭建新的复合理论框架。
[Abstract]:Neither of the current analytical pathways to study why countries overexpand can explain a classic case: the Sicilian expedition to Athens in 415 BC. Therefore, combining the existing two kinds of analytical paths, this study modifies the theoretical model of social alliance and makes generalized inference. With the help of this inference, this study finds that the imperial policy of Athens affects the public finances of the city-state, which is the center of the empire, and exerts a differentiated profit distribution effect on the owners of different elements in the city-state. Before the Peloponnesian War, the Athenian Empire received considerable income from its peace policy, forming a financial structure that benefited all citizens, especially workers. After the first stage of the war, the income of the empire decreased, but the distribution effect was polarized, the workers benefited more from the war options of the empire, and formed a new social alliance with the group of port businessmen who had always tended to expand the empire. The imperial policy of peace could not be established, and the decision of a large-scale military expedition to Sicily should be carried out. The change of foreign policy preference caused by the evolution of public finance structure is the key variable of Athens Imperial policy turning to war, which determines the expedition to Sicily and then restarts the war. In view of classical theory, this study attempts to clarify the political and economic mechanism of Athenian imperialism and to explain the criticism of democracy by ancient and modern writers from an institutional perspective. In the field of international political economy and over-expansion of domestic political process, this study is based on an ancient and important empirical evidence, organically combining the existing two kinds of analytical approaches. To build a new composite theoretical framework for the excessive expansion of domestic political process.
