多源流理论视阈下中国公共政策终结研究

【摘要】： 公共政策终结是指由于公共政策的失效或不符合时代发展的需要而被政府终结的活动,它是政策过程的一个阶段,是一种常态现象。传统政策终结的研究多半从政策终结个案出发总结终结过程中的影响因素,是一种事后的政策研究,对具体政策终结的发生能够起到解释作用,但没有从整体上把握作为一个政策过程的政策终结现象是如何发生的,也没能够对何时可能发生政策终结提出预测。本文从多源流理论的视角来观察中国公共政策终结过程,并构建政策终结的多源流分析框架来进一步解释中国政策终结的逻辑过程。从政策终结的问题源流、政策源流和政治源流出发,探讨了中国公共政策终结过程中的各种影响变量以及各变量之间的关系。通过理论分析,本文认为中国公共政策终结是政策系统中问题源流、政策源流和政治源流在机会之窗开启之时发生正耦合的结果。由于在三条源流中同时存在支持政策终结和反对政策终结的力量,且这些力量在终结过程中进行博弈和斗争影响了政策终结的正常发生。因此,在对无效、过时的政策进行终结的过程中,权威决策者需要采取各种策略来消弭终结反对者的各种抵制行动,从而提高三源流正耦合的几率。
[Abstract]:The end of public policy refers to the activity that is terminated by the government due to the failure of public policy or the need of the development of the times. It is a phase of the policy process, which is a normal phenomenon. The research of the end of the traditional policy is mostly from the policy end case, and the influence factor in the ending process is an ex post policy study, which can explain the occurrence of the specific policy end. But there is no overall grasp of how the policy end of a policy process has taken place, and it is not possible to predict when a policy end may occur. This paper, from the perspective of the theory of multi-source and source, observes the process of the end of China's public policy, and constructs a multi-source analysis framework of the end of the policy to further explain the logic process of the end of China's policy. From the origin of the problem of the end of the policy, the source of policy and the origin of the political source, the paper discusses the influence variables and the relations among the variables in the process of the end of public policy in China. Based on the theoretical analysis, this paper holds that the end of China's public policy is the source of the problem in the policy system, and the source of the policy and the source of the political source are the result of the positive coupling at the time of the opening of the window of opportunity. Because there are the power of the end of support policy and the end of the anti-policy in the three source streams, the game and the struggle in the end process influence the normal development of the policy end. Therefore, in the end of the ineffective and out-of-date policy, the authoritative decision-makers need to take various strategies to eliminate the various resistance actions of the opponents, thus increasing the probability of the three-source-source coupling.
