中国沿岸围填海管控分区方案研究

【摘要】:当前,中国围填海规模增长过快、布局不合理、利用效率不高、生态建设欠缺等问题突出,加强围填海管控乃大势所趋。为避免围填海管控措施的简单化和"一刀切",提高管控措施的地区针对性,本文开展了基于围填海耦合协调度评价的围填海管控分区方案研究。首先,本文利用多时相的多源遥感数据提取了 1979-1990年、1991-2001年、2002-2008年和2009-2014年4个阶段中国沿岸围填海演变信息,概要分析了最近30多年的围填海规模和分布情况。研究表明,1979-2014年期间,中国沿岸围填海累计面积已达11508.36km2,围填海年均增长328.81km2,重点分布在辽东半岛沿岸、渤海湾与莱州湾沿岸、苏沪与杭州湾沿岸以及珠江口沿岸。其次,依据围填海管控的政策取向,对现有的耦合协调度评价模型进行了改造,构建了沿海地区围填海强度与社会经济水平、资源环境承载力的耦合协调评价模型,并以既能体现主要作用因素又能适应资料来源为原则,遴选了评价指标。然后,分别根据围填海强度与社会经济水平、围填海强度与资源环境承载力之间的耦合协调关系,对沿海53个市进行分类:严重失调、轻度失调、基本协调和高度协调,并结合两种协调关系的综合特征,以"就高不就低"的原则,进行地区综合分类。最后,依据围填海管控政策主线和生态管海的策略取向,归纳得出现阶段围填海管控要点,并根据围填海强度与社会经济水平、资源环境承载力耦合协调度的地区差异,提出围填海分区管控的策略建议。
[Abstract]:At present, the scale of reclamation in China is increasing too fast, the layout is unreasonable, the utilization efficiency is not high, and the ecological construction is lacking, so it is the trend of the times to strengthen the management and control of the reclamation. In order to avoid the simplification and "one-size-fits-all" of reclamation control measures and improve the regional pertinence of management and control measures, this paper studies the zoning scheme of reclamation management and control based on the evaluation of coupling coordination degree of reclamation. Firstly, this paper uses multi-temporal and multi-source remote sensing data to extract the evolution information of Chinese coastal reclamation in 1979-1990, 1991-2001, 2002-2008 and 2009-2014, and analyses briefly the scale and distribution of reclamation in the last 30 years. The results show that during 1979-2014, the total area of coastal reclamation in China has reached 11508.36km2, with an average annual increase of 328.81km2, with emphasis on the coastal areas of Liaodong Peninsula, Bohai Bay and Laizhou Bay, Suzhou and Hangzhou Bay, and the Pearl River estuary. Secondly, according to the policy orientation of reclamation management and control, the existing evaluation model of coupling coordination degree is reformed, and the coupling coordination evaluation model of coastal reclamation intensity, social economic level, resources and environmental carrying capacity is constructed. Based on the principle that it can reflect the main factors and adapt to the sources of data, the evaluation index is selected. Then, according to the coupling and coordination relationship between reclamation intensity and socio-economic level, reclamation intensity and carrying capacity of resources and environment, 53 coastal cities were classified: serious imbalance, slight imbalance, basic coordination and high coordination. Combined with the comprehensive characteristics of the two kinds of coordination relations, the regional comprehensive classification is carried out according to the principle of "high or low". Finally, according to the main line of reclamation control policy and the strategic orientation of ecological management, the paper concludes the key points of reclamation management and management at the present stage, and according to the regional differences of the degree of coupling and coordination between reclamation intensity and socio-economic level, the carrying capacity of resources and environment. Propose strategies for the control of reclamation areas.
