【摘要】：中国和俄罗斯既是当今世界具有重要影响力的大国,也是两个最大的经济转轨国家。中俄两国互为友好邻邦,作为比邻大国,双方的经贸合作不仅具有明显的地缘优势,而且互补性也很强。中俄两国经贸往来历史悠久,即使是在中苏关系恶化时期,双方的经贸往来也未彻底中断。苏联解体后,加强对外经贸合作被视为俄罗斯长期发展战略的重要任务,中俄两国经贸关系也开始逐步恢复和发展。1996年,中俄两国宣布建立战略协作伙伴关系。2001年,中俄两国签署了《中俄睦邻友好合作条约》,强调双边经贸合作是"中俄两国平等信任的战略协作伙伴关系的物质基础"。此后,中俄两国战略合作不断升级,尤其是普京任总统后,中俄战略协作伙伴关系得到全面深化,再加上两国政府对经贸合作的高度重视,在双方共同努力下使得贸易与投资合作保持了快速发展势头,彼此经贸合作取得新的进展,本文对这些新进展进行了较为深入的分析研究。2014年乌克兰危机爆发,美国、欧盟及其他一些西方国家对俄罗斯实行经济制裁,对俄经济造成沉重打击。而且随着危机的日益发展,在政治上俄罗斯也限入被西方国家孤立的困境,俄罗斯与西方国家的关系跌入到了冷战结束以来的谷底,短期内这种关系难以根本改善。这使得俄罗斯加强与亚太国家经济合作的迫切性大大增强,并开始实施经济"向东看"战略,注重融入亚太经济,更加看重俄中经济合作,尤其是更加关注俄东部地区与中国东北地区务实经贸合作的加强问题。另一方面,俄罗斯入世既为中俄两国经贸合作提供了新机遇,也给两国带来了新挑战,中俄两国要在世界贸易组织的规则下开展经贸合作。事实上,近些年中俄两国在能源、贸易、农业、科技、投资、金融、地方合作等领域的务实合作已取得丰硕成果。从长期看,中国"丝绸之路经济带"建设与俄罗斯"欧亚经济联盟"建设的对接合作,定会推动中俄经贸合作走向更高水平。本文以国际贸易理论、地缘经济理论以及区域合作理论等相关理论为基础,对中俄两国经贸合作关系的发展进程及其所面临的新形势和新机遇进行了较为全面系统的分析。在此基础上,分析预测中俄双方经贸合作的未来走势,并提出了促进两国经贸合作发展的对策建议。本文的主要内容包括:第一,分析中俄两国经贸合作的发展进程和特点。主要是从分析中俄两国经贸合作关系的发展入手,深入分析中俄贸易合作状况和投资合作的进展,在此基础上总结概括中俄经贸合作的如下特点:双方经贸合作具有合作领域不断扩大、投资合作规模较小、边境贸易增速较快、地方政府助推部门和地区经济合作等特点。第二,对中俄两国经贸合作的重点领域加以分析。国际经贸关系的发展历程表明,只有当本国经济取得快速发展时,合作双方才能够不断扩大经贸合作的规模,两国经贸合作的质量和水平也会同步得到提升。随着俄罗斯经济的逐渐复苏以及中俄两国经济实力的不断增强,双方的合作层次不断提升,合作领域逐渐扩大,合作成果日益丰富,两国之间的经贸合作关系不断加强。鉴于此,本文主要分析了中俄两国能源合作、农业合作、金融合作、科技合作、林业合作、旅游合作、交通与物流等各领域的合作状况。第三,从四个方面着重分析中俄两国经贸合作面临的新形势、新机遇和新挑战。一是中国东北老工业基地振兴战略与俄罗斯东部开发战略的对接及其对中俄两国的深刻影响;二是俄罗斯"入世"后中俄经贸合作在新形势下的发展与面临的新挑战;三是西方制裁下俄罗斯经济"向东看"对中国带来的新机遇;四是"丝绸之路经济带"与"欧亚经济联盟"对接下中俄新型经贸合作关系的发展和如何应对挑战。第四,分析中俄两国经贸合作关系发展的有利因素和阻碍因素。认为中俄两国的经贸合作具有互补性强、政治关系良好、地缘优势明显、两国高层领导高度重视及经贸合作机制不断完善等有利因素。与此同时,也存在着进出口商品结构不合理、经济体制不完善、信任危机等方面的不利因素。第五,分析新形势下中俄两国经贸合作的发展前景,并提出发展双方经贸合作关系的对策建议。中俄两国的经贸合作是一个涉及双方经济发展的重要问题,不仅经济意义重大,而且具有战略意义,足见其重要程度。本文对中俄双方经贸合作的未来走势作出前瞻性分析和预测,并在此基础上提出了促进中俄两国经贸合作的具体对策建议。本文的创新点体现在两个方面:一是对中俄两国经贸合作关系的发展状况进行了系统梳理,对两国经贸合作的主要领域做了具体分析,在此基础上,总结概括了中俄双方经贸合作的特点,分析预测了中俄经贸合作关系的发展前景和主要发展方向。二是提出并着重分析了中俄两国经贸合作所面临的如下新形势、新机遇和新挑战:中国东北老工业基地振兴战略与俄罗斯东部开发战略的对接、俄罗斯"入世"后中俄经贸合作的发展与面临的新挑战、西方制裁下俄罗斯经济"向东看"对中国的新机遇、"丝绸之路经济带"与"欧亚经济联盟"对接对中俄新型经贸合作关系发展的影响。
