发展援助与西非经济货币联盟（WAEMU）成员国的经济增长

官方发展援助之于亟需融资经济的重要性可追溯至几十年前,大量外部资本注入发展中国家被视为解决经济腾飞及可持续发展问题的主要路径。然而,事实果真如此吗?倘若该前提无误,为何这些发展中国家在60年的经济发展中依然存在上述问题?多年来,发展中国家一直得到官方发展援助,尽管其中一些国家脱颖而出,但大多数国家仍然属于国际舞台中经济最不发达的国家。西非经济货币联盟（简称西非经货联盟）成员国即存在此类情形。这种情况使得质疑对这些国家提供及（或）支持经济增长的官方发展援助之实际能力具有合理性。对参与该援助过程的每一代理机构所负责任存在若干指摘。不论其原因是出自捐助国的动机及受援助国政府的管理,抑或援助分配程序的适用制度存有缺陷,截止目前为止,理论实践中对缺乏援助效果的原因尚未形成真正的共识。从理论或经验的角度来看,分析结果因研究相异而互有差别。这种差别源于经验调查的方法、样本构成的不同,以及往往未应用与该问题相关的一般事实和考量各国具体的经济现实。为了解决这些问题,本文采用实证的方法来证明其有效性,并适应西非经货联盟国家的理论和现实,选择它们的相似性。西非经货联盟共有8个成员国家,它们的经济、社会和历史...
