人口城镇化背景下青岛市基本公共服务研究

【摘要】：现阶段我国倡导新型城镇化发展。相比于传统意义上的城镇化片面追求城市规模与空间扩张,新型城镇化不以牺牲农业、生态环境为代价,强调基本公共服务水平的提高,注重人的发展,人口城镇化被认为是新型城镇化的核心,人口城镇化发展应该和基本公共服务水平的提高是同步的,然而目前青岛市基本公共服务水平低于人口城镇化背景下对于基本公共服务的需求水平。在人口城镇化的新视域下,研究如何加强基本公共服务,使其跟上人口城镇化的步伐显得尤为迫切与重要。本文以青岛市基本公共服务为切入点,通过实证分析,探讨青岛市基本公共服务现状与人口城镇化背景下基本公共服务需求之间的差距,探寻人口城镇化背景下青岛市基本公共服务不足的原因,结合青岛市人口城镇化现状与基本公共服务现状,提出合理建议加强青岛市基本公共服务。论文第一部分对人口城镇化与基本公共服务的相关理论进行了介绍,详述了相关理论的内容及发展。第二部分介绍了青岛市人口城镇化现状并对未来青岛市人口城镇化发展进行展望,预测未来人口城镇化率；介绍青岛市基本公共服务现状并与国外发达国家或城市进行比较。第三部分运用实证分析,通过构建基本公共服务指标体系,分析基本公共服务增长规律及其与人口城镇化增速的差距。第四部分探寻人口城镇化背景下青岛市基本公共服务不足的原因。第五部分提出人口城镇化背景下加强青岛市基本公共服务的对策。
[Abstract]:At present, our country advocates the development of new-type urbanization. Compared with the traditional urbanization, which pursues the urban scale and spatial expansion one-sidedly, the new-type urbanization does not emphasize the improvement of basic public service level and the development of human beings at the expense of agriculture and ecological environment. Population urbanization is considered to be the core of new urbanization. The development of population urbanization should be synchronized with the improvement of basic public services. However, the level of basic public service in Qingdao is lower than the demand level of basic public service under the background of urbanization. Under the new vision of population urbanization, it is urgent and important to study how to strengthen the basic public service and make it keep up with the pace of population urbanization. This paper discusses the gap between the current situation of basic public services in Qingdao and the demand for basic public services in the context of urbanization through the empirical analysis of the basic public services in Qingdao. This paper explores the reasons for the insufficiency of basic public services in Qingdao under the background of population urbanization, and puts forward reasonable suggestions to strengthen the basic public services in Qingdao, combining with the present situation of population urbanization and basic public services in Qingdao. The first part of the paper introduces the related theories of population urbanization and basic public service, and details the contents and development of the relevant theories. The second part introduces the present situation of population urbanization in Qingdao and forecasts the urbanization rate of Qingdao in the future, and introduces the present situation of basic public service in Qingdao and compares it with developed countries or cities abroad. The third part uses the empirical analysis, through constructs the basic public service index system, analyzes the basic public service growth law and its disparity with the population urbanization growth rate. The fourth part explores the reasons for the insufficiency of basic public service in Qingdao under the background of population urbanization. The fifth part puts forward the countermeasures to strengthen the basic public service in Qingdao under the background of population urbanization.
