【摘要】：加强和创新社会治理是促进社会和谐的关键,构建全民共建共享的社会治理格局是中国面临的重大课题。社区作为城市的基本单元,具有政治、文化等多种功能,其治理的质量关乎着整个城市治理的效果。当前,我国社会治理理念和城市管理体制发生了重大变化,北京市和密云区不断加强社会管理和服务,社区网格化作为一种新型的管理方式,有效应对了传统城市社区管理中的问题,成为社会管理的重要手段之一。北京市密云区是较早进行网格化社会服务管理探索的地区,2010年,密云区开始大力推进网格化体系建设,依托网格化,密云的社会服务管理进一步加强,城市服务管理水平进一步得到提升,增加了社区服务管理的主动性、多元性,提升了精细化水平。但与社会建设实际和居民需求还存在一些差距,表现在:服务内容不能满足居民需求,社会参与程度较低、信息管理系统智能化不够、人力资源不足、网格化管理长效机制有待健全。下一步,密云应当以治理理论为基础,结合运用“互联网+”,革新社区治理理念,进一步加强社区自治,强化城市社区的服务功能,加快智能化信息系统建设,加强人才队伍建设,进一步健全工作机制,切实发挥好网格化社会服务管理在提高公共服务供给效率的作用,将网格化作为探索社会服务和管理一体化运行的重要途径。
[Abstract]:Strengthen the innovation of social governance is the key to promote harmonious society, constructing social governance pattern of universal sharing is a major issue facing Chinese. As the basic unit, the city community has political, cultural and other functions, the governance quality relates to the whole city governance effect. At present, great changes have taken place in our society the concept of governance and city management system, city of Beijing and Miyun District continue to strengthen social management and community service, the grid as a new management mode, to effectively deal with the traditional community management problems in the city, become one of the important means of social management. Beijing Miyun District is earlier, the grid to explore social service management in 2010, the Miyun District began to vigorously promote the grid system, relying on the grid, to further strengthen the management of social services of Miyun, city service management level One step promotion, increase the initiative, community service management diversity, enhance the level of refinement. But with the social construction and the actual needs of the residents there are still some gaps, in services can not meet the needs of the residents, the social participation degree is low, intelligent information management system is not enough, the lack of human resources, long-term the mechanism of grid management needs to be improved. The next step, Miyun should be based on the governance theory, combined with the use of "Internet plus", the innovation concept of community governance, further strengthen community autonomy, strengthen the service function of city community to accelerate the construction of intelligent information system, strengthen the construction of talent team, to further improve the working mechanism, and play a good social service grid management in improving the efficiency of public service function, the grid as an important way to explore the social services and management operation.
