东营市公安舆情引导问题研究

【摘要】：公安工作自身具有的特殊性,决定了公安机关必须长期处于打击犯罪和化解社会矛盾的第一线,保护人民群众的切身利益,公安机关和人民警察的一言一行受到社会各界和新闻媒体的高度关注,历来是社会舆论和各类媒体炒作的热点、重点和焦点。随着我国经济社会的快速发展和改革开放的全面深入,当前社会各类矛盾交织叠加,易于凸现,身负维护国家安全和社会治安秩序、预防和惩治各类违法犯罪活动职能的公安机关面临不小的压力和挑战。在互联网和其他新媒体高度普及,微博、微信、QQ等自媒体快速兴起的背景下,公安工作更是处于了社会各界和新闻媒体关注的风口浪尖。在公安工作中发生的任何小错误,都可能被无限放大,进而引发全国范围的舆情事件,这都对公安机关开展舆情引导工作提出了现实挑战。面对新的形势和信息时代新要求,如何加强和改进公安机关舆情引导工作,切实提高舆情引导水平,牢牢把握舆情引导的主动权,有效摆脱负面舆情对公安工作的影响,已成为摆在公安机关各级领导干部和广大民警面前的重大现实课题。近年来,东营市公安机关积极适应新形势,在创新开展舆情引导工作方面取得了一系列显著成效,积累了一些典型经验做法。但面对近年来国内对于涉警问题炒作汹涌的环境态势,受系列主观因素和客观因素的影响,在开展舆情引导过程中还普遍存在着一些问题和不足。本文从公共管理学的角度出发,通过查阅学习国内外理论界和公安机关内部关于公安舆情引导问题的研究资料,结合笔者自身从事基层公安机关宣传和舆情引导工作的实际,认真借鉴国内外专家学者和部分公安机关领导干部关于公安舆情引导问题的研究成果,充分运用文献综述、案例分析、比较分析、社会调查等研究方法,灵活使用各种图表、数据,首先阐述了公安舆情引导的相关概念、理论及其必要性,其次介绍了东营市公安舆情引导的经验做法,并对其中有关典型案例进行分析,深入研究了东营市公安舆情引导工作存在的问题不足及其产生原因。在此基础上,从“加强队伍建设提升能力素质、健全落实公安舆情引导工作机制和做好互联网常态化监管”三个方面提出了提升公安舆情引导水平的对策建议,以期对东营市乃至全国公安机关提升舆情引导能力有所裨益。最后,本文立足东营市公安舆情引导实际,对我国公安机关舆情引导工作的深化发展提出了几点展望。

Facing the information era and new requirements, how to strengthen and improve the public opinion to guide the work of public security clearance, effectively improve the level of public opinion guidance. Firmly grasp the initiative to guide public opinion, effective get rid of negative public opinion on the public security work, has become a major practical issue in front of the leading cadres at all levels of public security organs and the police. In recent years, Dongying city public security organs to actively adapt to the new situation, made a series of remarkable achievements in the innovation and development of public opinion to guide the work, accumulated some typical experience. But in recent years for domestic problems involving police speculation raging situation, affected by a series of subjective and objective factors, in To carry out the public opinion guidance process also exist some problems and shortcomings. This article from the public management perspective, the study of domestic and foreign theorists and the public security organs internal research on public security problems by referring to the guidance of public opinion, the author engaged in grass-roots public security organs of propaganda and public opinion to guide the work of the actual, referring to domestic and foreign experts some scholars and the public security organs leading cadres of Public Security Research on public opinion guidance problem, make full use of literature review, case analysis, comparative analysis, social investigation, flexible use of various charts, data, first expounded the concept of public security to guide public opinion, theory and necessity, then introduces the experiences and practices of Dongying city public security guide public opinion, and analysis of the relevant typical cases, in-depth study of the Dongying city public security problems existing in the work of the guidance of public opinion Problems and their causes. On this basis, from "strengthen the team building improve the ability and quality, improve the implementation of public security public opinion guidance mechanism and the three aspects of the normalization of Internet supervision and puts forward some countermeasures and suggestions to improve public security level of public opinion guidance, with a view of Dongying City and the public security organs to improve the ability to guide public opinion in China. Finally, based on the Dongying city public security public opinion guidance, public opinion on China's public security organs to guide the further development work and put forward some prospects.
