【摘要】：推进国家治理体系和治理能力现代化是党的十八届三中全会明确提出的改革总目标,地方政府治理能力现代化是国家治理体系和治理能力现代化的重要组成部分。党的十八届四中全会又提出了建设社会主义法治国家的任务,要求地方政府治理在法治化的前提下,推进地方政府治理能力的现代化。1这使得地方政府治理能力面临更大的考验,治理能力要向现代化水平靠拢。地方政府的地位,不容小觑,是国民政府的重要组成部分,其能力的有效程度引领着地方政治、经济、文化的发展速度。随着现代化进程的加快,对地方政府法治能力、决策能力、协同能力、危机防控能力、责任控制能力、公务人力资源管理的能力提出了更高的要求。如今,在对地方政府治理能力现代化的研究上,算是一个很新的领域,这既是机遇,也是挑战。对社会转型时期面临的难题给了很多灵感和帮助。除此之外,对提升治理能力、提高政府治理效率、构建法治政府、构建和谐社会、国际地位的提升等等,都离不开其神助攻。本文写作的主要目的是基于现代化的五个标准,运用相关理论,针对中国的地方政府治理能力的不足,分析原因,试图提出相应的对策,以供各地借鉴。本文先是全面介绍了地方政府治理能力现代化的理论基础、对比分析了内涵、还简单介绍了现代化的特点。然后,进入文章的主线,分析了现有的治理状况,列举了政府能力建设取得的成绩,着重指出能力不足,主要表现为以下六个能力:依法治理能力、民主决策能力、责任控制能力、危机预防和控制的能力、合作共治能力,公务员整体素质。并着重分析了原因,有三方面因素的影响,包括治理理念、制度因素、治理行为。最后,针对治理能力现代化的水准,准确地提出了解决地方政府治理能力这些不足的路径、具体方向,紧扣中心目标,为法治化、民主化、协同化和效率化的政府治理打下扎实的地基。
[Abstract]:Promoting the modernization of the national governance system and governance ability is the general goal of the reform put forward by the third Plenary session of the 18 CPC Central Committee. The modernization of local government governance capacity is an important part of the national governance system and governance capacity modernization. The fourth Plenary session of the 18 CPC Central Committee also put forward the task of building a socialist country ruled by law. Require local government governance in the premise of the rule of law, promote the modernization of local government governance capacity. 1 this makes the local government governance capacity facing a greater test. The status of local government should not be underestimated, it is an important part of the national government, its ability to effectively lead the local politics and economy. The speed of development of culture. With the acceleration of the modernization process, the ability of local government to rule by law, decision-making, coordination, crisis prevention and control, responsibility control ability. The ability of human resources management in public service has put forward higher requirements. Nowadays, the research on the modernization of local government governance capacity is a very new field, which is an opportunity. It is also a challenge. It gives a lot of inspiration and help to the difficult problems in the period of social transformation. In addition, it can improve the ability of governance, improve the efficiency of government governance, build a government ruled by law, and build a harmonious society. The main purpose of this paper is based on the five standards of modernization, the use of relevant theories, in view of the lack of governance capacity of local governments in China, analyze the reasons. This paper first introduces the theoretical basis of the modernization of local government governance capacity, comparative analysis of the connotation, but also a brief introduction of the characteristics of modernization. Entering the main line of the article, this paper analyzes the existing governance situation, enumerates the achievements of the government's capacity-building, and points out emphatically that the capacity is insufficient, which is mainly manifested in the following six abilities: the ability to govern according to law and the ability to make democratic decisions. Responsibility control ability, crisis prevention and control ability, cooperation and co-treatment ability, the overall quality of civil servants. And focused on the analysis of the reasons, there are three factors, including governance concept, system factors. Finally, in view of the level of the modernization of governance capacity, the paper puts forward the way to solve these deficiencies of local government's governance ability, specific direction, close to the central goal, for the rule of law, democratization. Coordination and efficiency of government governance lay a solid foundation.
