中国对加蓬的公共外交：方法、问题和建议

【摘要】：加蓬是中非一个小型发展中国家,历史上曾经是法国的殖民地。本文主要分析中国对加蓬的公共外交政策,中国对加蓬推广公共外交政策的方式、存在的问题并提出可能帮助解决或者改善这种状况的一些建议。本文分析了中-加的合作历程(自从1974年加蓬中断与台湾的外交联系以来)、加蓬目前在政治和经济方面的状况和加蓬与其前殖民国法国的关系。加蓬历史上曾经是法国的殖民地,直到1960年才获得独立。加蓬拥有丰富的资源,并与法国签署了一些协议。法国对加蓬仍然具有重要影响,在加蓬具有巨大的利益。一些法国公司主导了加蓬的经济。公共外交是国家权力非常重要的组成部分,它不仅指导着话语也指导着公众的行动。公共外交能在国家的活动范围之外进行扩展,它可以动员个人力量,并通过社会和文化增强其影响。中-加关系建立在经济和政治联系基础上,中国对加蓬的公共外交已经取得了许多成绩,中-加友好关系可以从多方面得到证明。基础设施建设方面,中国参与了加蓬道路、桥梁等方面的建设;在医疗健康方面,中加医院建立,同时,中国政府派遣400多名医生;在教育方面,中国政府奖学金每年都资助加蓬学生。实际上,中国是加蓬经济发展项目的有力推动者。中国和加蓬两国都面临着发展经济和提高生活水平的挑战。双边关系的快速发展为双边合作开阔了道路,而这包含着两国极大的决心。合作符合两国的根本利益,也得到了两国人民的积极支持。虽然加蓬和中国的政治体制不同,但是自从两国建立外交关系以来,中国和加蓬都从双边合作中获益。中国的政治体制主导着其对加蓬的公共外交,这对加蓬的政治结构也有所影响。实际上,中国的政治文化认同决定了其公共外交政策。在两国关系中,政治和文化秩序的差异并不会成为一个不利条件,因为两国政府都具有发展的眼光,这决定了两国的共同发展和两国人民的友好来往。通过调查可以发现,中国的公共外交政策在加蓬的实施过程中面临着很多挑战,因此,为了进行有效的合作,两国需要进行真诚的磋商来解决这些问题,从而使得中国的公共外交能够运用到中-加伙伴关系中。此外,许多加蓬人并不了解中国在加蓬的活动。这也就意味着他们想知道中加合作现状以及两国的获益情况。他们之中有很多人受到了中国在非洲的负面新闻的影响,这也产生了消极影响,这加重了加蓬民众对中国公共外交的误解。中加两国在政府层面的互动是非常活跃的,但是,加蓬民众缺乏对中国的了解。尽管中加两国之间具有深厚友谊,但是,中国对加蓬的公共外交要努力适应法国对加蓬的重要影响。加蓬在财政计划方面依赖于法国,因为其发行的货币需要法国的保障。因此,在经济发展项目上,加蓬并没有获得真正的独立。因此,就引出了题目中的问题,即“中国对加蓬的公共外交存在着什么问题?”根据这个问题就引出了第二个问题,“怎样促进中国对加蓬的公共外交?”笔者对这些问题的主要观点是,中国对加蓬的公共外交刺激了加蓬经济的发展,教育、基础设施、健康等方面也都得到了大幅提升。然而,也存在着一些缺陷:有限的文化输出、语言障碍、政治性的方法、法国对加蓬的重要影响、媒体和新闻出版社的影响。因此,为了解决这些问题,笔者提出了一些建议:包容经济伙伴的消极影响,更好地推广中国的文化并关注可以在加蓬提升中国形象的其他方面。本文分为五章:第一章对公共外交和中国公共外交的简要介绍。这章主要介绍了研究背景、研究的问题和主要观点、研究的意义、文献综述、研究方法和论文结构等基本方面。第二章主要研究了中国在加蓬推广其公共外交的不同方式。在这章中可以清楚地看到公共外交在中国外交政策中的角色。第三章主要调查了中国公共外交面临的问题,并通过调查加蓬民众对中国公共外交的看法来评估中国在加蓬进行的公共外交的效果。第四章为中国在加蓬推广其公共外交提出了一些建议。第五章对论文进行了总结,阐述了研究发现,并陈述了笔者的个人观点。
[Abstract]:Gabon is in a small developing countries, history is a former French colony. This article mainly analyzes the Chinese public diplomacy of Gabon, China promotion of public diplomacy of Gabon, the existing problems and put forward some suggestions may help solve or improve this situation.
